l0 The Soviet faction in the Korean Labor Party, led by KIM Il.song, is
attempting to place responsibility for the failure of the initial North
Korean attack against the ROK on the leaders of the former South Korean
Labor Party (SKLP) headed by PAK Hor-yong, the North Korean vice-premier,
The Soviet faction claims that the failure of PAK"s group to cause the
internal collapse of the RO government was the prime factor in halting
the 'orth Korean offensive0
2s PAK is trying to approach the Chinese Communists for aid in maintaining
his position as leader of the RON Communists0 He has also instructed
former SKLP leaders now in the North Korean government, namely Hi Hon,
YI Kuk-non HONG Myongii, and YI Kang .kuk to secure political support for
his faction from the RON political leades taken north during the early
North Korean Army occupation of the RUK,
30 KIM 11-song is aware of the possibility of an alliance between the SKLP
faction and the Chinese Communists, but he hesitates to take action until
he knows to what degree the alliance has been effected,3
4, In late July, the PAK faction began to infiltrate members into South Korea
on a mission to gain control of the forcer SKLP members and sympathizers
