Approval was expressed by several present, including the DCI, as
to the development in reported in the Log this morning.
Mr. Dulles reported bri:fly on the meeting in Mr. lNilson's office
respecting the procurement of strategic items and stated that he had prep:.rec
a memorandum for the record. The result of the meeting was a determination
that no covert requirements as yet existed, but CIA was requested to give
any possible additional intelligence on foreign trade. Mr. Millikan suggest.d
that cobalt might be an excellent strategic item to investigate.

Mr. Dulles inquired of the DCI as to whether it would be a ppropria ~,e
for him to give a talk to the National liar College on "CIA's Part in the Cold
war". The DCI preferred that he give a talk along the lines of Mr. Laviero's
articles in the "TIMES".
