PRESINT: General Smith, rlessrs. Dulles, Wolf, Becker, Hedden,
Mr. Dulles:
a. Noted the item in the Log of 25 - 26 April concerning Mr. Harriman's
proposal and asked i?ir. Becker what action had been taken on this matter.
Mlr. Becker stated that he had discussed this with Mr. Wisner and that he
(Mr. Becker) intended to appoint Vt. Amory from the "intelligence side" of the
Agency and that Hr. hisner had undertaken to recommend one of his people from
the "operations side" to represent CIA on the (omnittee in question.
c. Noted that he was attending a meeting of the Disarmament Panel at
State today and asked if there was any objection to attempting to "smoke rt''
the extent of Soviet rearmament by publicizing what we knew as to the stre_at:
