the Northeast Military Diotrict began recruitment for a
13-e-oi e0e Volunteer ArrV to be made un of 20 public safety unite. Forty
thousand local men in Manchuria were also being recruited as stretcher
bearers and laborers for the Chinese Communist forces in North Korea.

2. Chinese Communist authorities in Shanghai set up a
Winter Season Precaution Committee. CHI Yi is chairman of the comr^ittee.
The vice-chairmen are KVO Rae-jo (P-116 j ), head of the East China
Public Safety headquarters, and YANG Pan, head of the Shanghai Civil
Administration Bureau. Branch committees will be established for all
public organizations such as schools and state-controlled cor.-oaniee.
Committees will also be established for every street. 25X1
the Committee called for the suppression of guerrillas in the Shanghai
area.
