Some recommendations in the report are troublesome if not silly. We have provided to the PFIAB staff some general comments on their recom- mendations but, given the nature of their report, we doubt that the staff will change much. In my view, it could create serious problems if the PFIAB report goes to the President without accompanying comments from you. When you meet with the PFIAB this Thursday, I recommend that you ask them to send you the report, as revised after their conversations with our officers, and agree to forward your comments on it to the President along with their report.
