Present: Mr. Dulles, General Cabell, Colonel White,
Kirkpatrick,

a. Noted that recently it had been brought to his attention that
a former employee, who had accepted employment with a civilian
firm and in view of the nature of his work had been granted a Top
Secret clearance by another government agency, is still in contact
with current Agency employees and apparently discussing classified
information with these people. The Director said he realized that
certainly we cannot and should not attempt to restrict contact between
employees and former members of the Agency. However, steps
should be taken to ensure that classified information is not discussed
since a former employee has no more right to this type of information
than the man on the street. The Director said the exception to this
would be the former employee who is retained as a consultant but,
even then, such a person need only discuss that information pertaining
to his specialty. It was noted that there is an Agency Security regula-
tion on the subject of discussing classified information with unauthor-
ized persons and what is needed is a general reminder to all personnel
calling this particular regulation to their attention. It was also pointed
out that there should be no restriction in making use of the knowledge
of former employees provided, of course, proper security clearance
is granted by the Director of Security. Action: Mr. Kirkpatrick twil
call a meeting with the Director of Security and the General Counsel
to disuses this over-all problem.
b. Noted he was extremely interested in Colonel White's com-
ments at the Office of Training party with respect to the necessity
of reducing administrative services in view of the high cost thereof
and directed that every step be taken to reduce the cost of running the
Agency whereever we can.

b. Noted he had just learned of an ERB decision to fire a
DD/P employee of some 15 years' service and this action had not
been brought to his attention until after the fact. It was agreed that
this was poor procedure and in the future all such proposed actions
will be brought to the attention of the Deputy concerned and the IG
prior to submission to the DDCI and the DCI for final decision. It
was further agreed that the Board proceeding in question would be
furnished even though the employee concerned has been
advised of the action taken in his case.
