1 September 1950 a new department "1!anaL oment" be set up at all re ional
rail.roac. headquarters. 1' or the time being this new department will be
assi,;ned to Department XI (finances). Its missions include:

b. Introduction of business principles for the making up of balances and
the koepin; of accounts.

and production principles.
e. Introduction of the princip'?.es of sound production en,;ineering in coopera-
t:i.or. -with Department XII (Labor and a:,ves).
f. Introduction of modern book-keeping principles and methods.
Procurement of vouchers and book---keeping forms.
h. Pandering of assistance to the railroad offices in making up accounts.
i. Collection and evaluation of port inent statistical data.
2. The nerdy established "; ,anaZement Department" carries the nw :erical designa-
tion 113 at the Berlin regional railroad headquarters.
3. The Soviet Zone railroad offices will be reorganized effective 1. January 1951.
The main features of the new organization will be:
a. rFvory train assembly station will be given,Within its specific district,
the authority of a "eiciibahnarat" (railroad office) and will be headed
by a director. The newly created administrative railroad unit will be
called "V'131 33otriob ?. eic,isbahn" (:.ationalized T.,nterprisa, railroads).

lated and the organization of the Rail y+orkers' Union was exploited
for propaganda0 lowaver,.the intended reorganization is meeting with
considerable skepticism ince the old German railroad system, vthich
