The first sebject tabled by the axecutive Director vete the incorporation of the aelection-Out concept into Agency regulations. Colonel White made it clear that be vented the views of all eresent on whether the Selection-Out concept should be included or In a separate revelation. He did not want a detailed review of the reaulatiou language. mt. Houston favored including aelection-aut 25X1 I He believed a multiplicity of regulations covering involuntary separation would be confusing to the employees, contesting to those engaged in the processing of involuntary eeparatione and could be troublesome to layers if a ease were taken to the court. ar. Karamessines preferred a separate regulation primarily to dietin- gull& between those being separated for a variety of reasons based on unsuitability and those being selected out. tr. Bannerman expressed the opinion that a second regulation would duplicate in all procedural details and, therefbre, appeared unnecessary although he recognized the problem raised by Mt. Karemessines. lr. amith tended to agree with Ar. The key point made was that the Agency has made little progress in the employment of negroes during the past twelve years. The group wan also advised of a nuaber of positive measures being taken by tha Office of Personnel to improve this situation. A nuiher of suggestial3s were made imcIuding the use of a highly qualified -consultant and consultation with on-board negro professionals to determine whether they could recommend promising candidates. 4. Colonel White reviewed case of a y female egployee vho resigned from the lmtelligence Directorate after endtng over one year twit* to transfer to the Plans Directorate. This case came to the Director's attention as the reset of a letter sent to him by this young lady sagainins the difficulties she encountered. It was recognised that the girl in ossation was rather restrictive in identifying the type of duties she wanted to porters thereby complicating the prehles of reassignment. Nevertheless, the Director wants the Deputies to adopt a more positive attitude in accommodating junior employees who want to transfer between Directorates. He doesn't see this as a major praise for individuals at the GG-7 through 9 grade levels. 5. Colonel White's next subject els the limited retirement quota now available ender the CIA Retirement Gystam. Colonel White's gsidance was to consider all cases with care, as we always do, but to bundle requests for retirement as they came ferward. We any want to reconsider this question in a few months, if necessary. The Deputies were urged not to encoormge the &Omission of cases claiming Walifying service Alen the nature of the service clearly does not afiet the regulatory criteria. Be recognised that such requests must be forwarded if the employee insists. 6. AA his final item, Colonel White announced that the Army War College had requested that the Agency provide an officer to the college faculty. The Director has agreed to make a man available for this assignment.
