1. This memorandum contains a._recom ndatian submitt
for your approval. Such reccunmeeadation is contains

Of concern to the Central Intelligence Agency are the following actin

Agreed that the statement of policy to be prepared pur-
suant to b above should include appropriate provision
for voting representation by the Atomic Energy Com-
ion and the Central Intelligence Agency on items
of direct concern to them under consideration by the
State-Defense Military Information Control Committee
or on unresolved issues of direct concern to them re-
ferred ferred by S-D-MICE to higher authority."
Noted that the statement of polity referred to in b above
will not alter the special responsibilities of the Direc-
tor of Central Intelligence and the United States Intelli-
gencs board under NSCID'S Nos. I and 5 and relevant
agreements between the Director of Central Intelligence
and the Secretaries of State and Defense . "
