1. Chatted briefly with as to the implications of
his new post, representing DCI in projects matters.
1j.. called respecting the review of the summary
evaluation paper an undertook to have our agreed form of revision in
his hands some time Monday. I explained that the delay had arisen because
of the absence from t4ashington of General Samford.
5. Informed DCI of the outbreak in Indonesia and gave him the
pertinent cables,
6. At the Deputies' meeting, DCI made some reference to a pro-
posed new organization for projects review. I spoke up as to how this
would affect projects arising from the Intelligence Offices, but DCI
interrupted to make it plain that his proposal applied solely to cold war
or OPC type projects.
25X1A9a 7. Following the Deputies' meeting, I warned of my view

withdrawn from action for rest and refitting, but I expected them to be back 25X1C5b

8. Raised briefly with - my talk yesterday with Admiral
Stout about conference and he is going to see me next week about
this. In the mean ime, I shall prepare a memorandum of my understanding of
the terms on which we would participate in future conferences.
10. Approved, at the request of of 0/NE, the release of
certain figures to a man in 0DM who is giving a talk at the velar College.
These figures were largely contributed by OD14 and the release will be
coordinated with Amory and there is no question of security since he has
adequate clearance.
11. Lunched with Sherman Kent and Ed Porter (JIG) to discuss
the procedure to be followed on NIE 614.. The issue was whether or not an
attempt would be made to refine the so-called "war-gaming" aspects of the
conclusions, or to revise the conclusions to eliminate any 'war-gaming',
aspects. In exploring this with General Porter, he explained the difficulty
of modifying these paragraphs and indicated that the indefiniteness of
certain portions was deliberate, since the planners did not have adequate
studies to enable them to sharpen up their conclusions. After considerable
discussion, it was determined that it would, perhaps, be preferable to
eliminate all rar-gaming" factors from these conclusions. Dr. Kent later
informed me that the Board had concurred in this view and he is telephoning
General Porter to this effect.

negotiations in the President's Book.
25X1A9a 15. Red White phoned to express his high regard for
25X1A9a and I indicated to Mr. Reber that, subject to his concurrence, I planned
to Chat with- with a view to having him perform for DD/I Offices

concurred.

25X1A2g 16. Was briefed by representatives of Mr. Wisner on the so-called
I indicated that as far as I was concerned this project had a
definite intelligence value, but it did not, in my view, justify the capital
expenditure that was proposed. Whether or not the intelligence aspect, plus
the others, would justify such a capital investment, I could not say.
I inclined to the view that the CIA investment should be no more than the
amount being invested by private individuals, and that if CIA took such an
investment it should take common stock rather than preferred. The risk was
about the same, and common would share in any real increment.

17. Briefed Office (FE) on my
talk with Admiral Stout relating to procedures to be followed at future
tripartite conferences in the Far East. - undertook to prepare a25X1A9a
memorandum of understanding, for signature by Mr. Wisner, which I could
forward under covering memorandum to Admiral Stout.
