OFFICE OF
DEAN OF THE COLLEGE
October 17, 1958
Mr. Allen W. Dulles, Director
U. S. Central Intelligence Agency
2430 "E" Streets N. W.
Washington, D. C.
Dear Mr. Dullest
At present we are exploring the implications of the federal
National Defense Education Act, which, among other stipulations,
provides for encouragement of certain language-teaching pro-
grams. Governmental support is made dependent on the condition
that individuals trained in such languages are needed by the
federal government and that such instruction is n'ot readily
'.5 available in the United States.
As a member of our President's Committee investigating these
,possibilities for Adelphi, Dr. Siegfried H, Muller, chairman
of our Department of German and General Language, established
that 27 languages, each comprising millions of speakers, are
apparently not taught anywhere in this country. Among these
-~aree seven, which are official languages of independ nt natio s,
biz. Javanese of Indonesia, Pu h u of Afghanistan, inhale
OV l",
agalog of the Philippines,
of C loos A~lmharic of Eth
rKhmer of Cambodia and 1 epa i of Nepal.
Our endeavor is to ascertain if any of the above mentioned
tongues or some other language ranks high in the needs for
government personnel as foreseen in the Act. Adelphi may
then consider the formulation of suitable proposals which
may well comprise a complete area study. If on the basis of
your experience you are able to give us advice in this matter,
I shall be very grateful to you.
