1. Reviewing Officer has completed review of USALEA Voucher Number I-S-I
in accordance with tasking received via Disposition Form dated 19 March 1986
(Encl. 1).
2. Reviewing Officer interviewed LTC Brian Buzby, the project manager when
the expenditure in question was made. LTC Buzby indicated that the requested
training for the additional soldier was provided by the contractor and was mis-
sion essential and an operational necessity (see Encl. 2). No further action
required.
