POL STORAGE AND PIPELINE SYSTEM UNDER CONSTRUCTION,
HON GAI-TIEU GIAO AREAS, NORTH VIETNAM

under construction north of Haiphong, North Vietnam.

4. Extensive excavating, grading, and trenching were in progress
at the POL storage area at Tieu Giao, 4.9 nautical miles (nm) west of Hon
Gai. At least seven excavations, connected by trenching for service pipe,
had been prepared for the placement of POL storage tanks. Fifty-one POL
tanks were in the Tieu Giao storage area; 17 were in excavations. Each
storage tank has an estimated capacity of 42 metric tons which is double
the capacity of the tanks normally used in the operational pipeline and
storage system in the North Vietnam panhandle.
5. Some of the POL pipe sections in the Tieu Giao storage area are
approximately approximately one and one-half
times as long as the pipe sections commonly used in the panhandle system.
Partially completed tank sections, tank end plates, and A-frame lifts
were observed in a POL tank fabrication area (Figure 2).
6. Thirty 21-metric ton (gasoline) storage tanks were in an area
near the pipeline, 3.3 nm west of Hon Gai, but none had been permanently
emplaced or tied into the line. This area may become a second storage
area.
7. A completed dual pipeline extends 4.2 nm eastward from the Tieu
Giao storage area and generally parallels the Kep-Hon Gai rail line to
the Hon Gai Naval. Base and Ship Repair Yard Bai Chay
This installation was heavily damaged during the bombing period and
appears to have no naval or ship repair function. The pipeline runs into
this yard and apparently terminates within a few feet of the shore of Hon
Gai Bay.
8. A second segment of completed dual pipeline is located south of
Route 18 and north of the Song Da Bach (River) in an area approximately
26 nm west of Hon Gai and 12 nm north-northwest of Haiphong. This segment
is probably an extension of the pipeline from Tieu Giao; however, due to
a 15-nm gap in photographic coverage, the joining of these two segments
could not be confirmed. At one point along this 3-nm completed segment,
two additional parallel pipes extend approximately 150 meters (492 feet);
any further extension cannot be determined. At another point along this
segment, stacks of two different lengths of POL pipe were observed. The
longer appeared to be the same as the pipe sections
at the Tieu Giao storage area.
9. A dual pipeline under construction extends westward from the
Tieu Giao storage area. This segment generally parallels Route 18 to the
Song Mio (River), 6.4 nm west of Tieu Giao. At this point clouds pre-
cluded further observation of this segment. When observed, construction
on this segment consisted of ground clearing and parallel trenching.

alongside the trenches immediately north of the Tieu Giao storage area
were apparently being readied for emplacement (Figure 3). This pipe has

10. Construction techniques used in this segment of pipeline differ
from those that were used to install the pipeline in the North Vietnam
panhandle and Laos. The pipeline system in the panhandle was constructed
generally by manual labor; whereas construction and trenching machinery
was used more extensively on the system west of Hon Gai. The only pre-
viously observed instances of dual pipeline in the system in Laos have
been ingress or egress lines at pumping stations.
11. The size of the POL tanks, the size of the pipe, and the instal-
lation of a dual pipeline indicate that this system will probably be a
major POL handling and distribution system.
