25X1 Approved Forl nrT Release 2002/09 RDP78B04747A001600040015 NNOW Noe 25X1 25X1 2 November 1965 Copy / MEMORANDUM FOR: Assistant for Plans and Development, NPIC SUBJECT: KH-4 Binary Data Block Reader 25X1 25X1A dated 2 October 1965 Proposal #SME-CL-24, dated 15 November 1965 1. As stated in reference 1, the Technical Intelligence Division has a critical need for an effective binary data block reader to read the KH-4 time word. TID personnel have reviewed the proposal and conclude that it will adequately serve our needs. 2. The proposal states that fifteen weeks will be required from receipt of contract to deliver the reader and that an IBM Model 519 Card Punch must be available to the contractor seven weeks prior to delivery date. Availability of a Model 519 Card Punch within eight weeks may be a problem in that IBM estimates four months delivery time. It is re- quested that P&DS investigate the possibility of acquiring a Model 519 Card Punch on an expedite basis. 25X1A 25X1A 3. In addition to providing TID with a rapid binary reader for the KH-4 material, it would also permit NPIC to test and evaluate the Silicon Photodiods method of dot reading. The method is planned ose in the Universal Data Block Reader currently under development by xperience gained through the reader as proposed for the KH- program w111 provide information which may result in an improved Universal Reader. 25X1A 25X1A 4. Based upon the TID need and the proposal which will 25X1A meet that need on a timely basis, it is reques e that P&DS proceed on a priority basis to contract with o develop and manufacture 25X1 one data block reader as described in their proposal.
