STATEMENT OF WORK DECLASS REVIEW by NIMA/DOD The Contractor proposes to supply direct engineering and support manpower, material and facilities to accomplish the tasks described below over a ten (10) month period on a cost plus award fee basis. A. Study Tasks (1) Determine quantitative design parameters (e.g., input, output, and response requirements in terms of volumes, frequencies, rates, and types) for each ADP function of the system defined by the Conceptual Design and Functional Specifications -Report No. SCR 288). 25X1A Develop alternative methods for performing these functions, evaluate these methods as applied in an integrated system design, and establish the techniques most amenable to utilization in the IIS. During the development of the total system design, the Con- tractor shall place a special emphasis on the follow- ing major areas: a. the handling of ephemeris data; b. formats for the various readout worksheets; c. the set of products to be generated by the IIS for both internal and external use; d. procedures for the transcription, entry and approval of material to be added to the data base; e. the various mensuration activities required at NPIC during both the immediate and detailed reporting cycles; GRaGf i~~ 7WO g r O Approved For Release 2002/01/2~tiJJ ::@+ '9t j 78804 I Ow '' rr f) Womilm Approved For Release 2002/01 ?fCR CIAP781304747A001900040028-8 f, procedures for the prediction of the film location of targets and a method for target prediction which will meet the requirements of the IIS. g, procedures for assisting in the distribution of film, the assignment of personnel and the selection of supporting materials and equipment to be used during the immediate reporting cycle; h, the scope of information to be handled by the IIS required to support imagery exploitation; i. target data file structure; file utilization program package; k, techniques for the retrieval of information stored in the data base; procedures which will meet established security regualtions for the control of film and documents; m, procedures for the initiation of briefing boards and for the preparation of the supporting textual material; n? procedures for the machine production of graphic materials; o. CHIVE, COINS and the data link interface with the IIS? Approval or disapproval will be given within 10 work- ing days of receipt at NPIC. The government shall provide the reasons for disapproval and determine corrective action by mutual agreement with the contractor. (2) The results of the Task I analysis shall be reported in a formal study entitled "NPIC IIS System Requirements." The study will describe the overall system operation, the cost effectiveness of the system and system components relative to the present system, the input/ output loading factors, and present a brief description of the system components and the interfaces between components. Cost effectiveness shall be evaluated utilizing the criteria established in Phase I.,as a basis. (3) Prepare detailed specifications for system components including hardware, computer programs and files in "Integrated Information System (IIS) Specifications." These specifications shall conform to a documentation standard agreed to by the technical monitor and the Contractor. It is understood that the specifications shall be sufficiently detailed to be directly applicable as attachments to Requests for Proposal to be sent to Approved For Release 2002/01/29 fmy B04747AO01 900040028-8 Approved For Release 2002/0 DP78B04747A001900040028-8 ~~f potential vendors. Classification shall be kept as low as feasible. (4) Prepare a detailed system implementation plan. This plan shall include schedules and budgetary, costs for procurement and installation of hardware and facilities, generation of computer programs and files, manpower, training, system tests and the generation of final system documentation. (5) Prepare presentation for NPIC technical conference to be presented on 15 and 16 November 1966. This presentation shall include: a. One Year Goals b. Detailed descriptions of major tasks c. Accomplishments to date 1. Theoretical assumptions reached 2. Emperical Efforts B. Reports In addition to continuing the regular Monthly Progress Letters required by the basic contract per Specification No. DB-1001, 31 August 1966, the Contractor shall produce the following technical reports during the conduct of Phase II of the IIS study program: (1) A detailed system description for the IIS to be composed of two parts, "NPIC IIS System Requirements" resulting from Task A (3). The detailed specifications contained in the latter document should be issued as attachments to System Requirements. First attention will be given to long lead time components. (2) A Detailed System Implementation Plan reporting the results of Task 4. C.
