The major military action in South Vietnam continues
around strategic high ground positions to the south of Hue
and in Quang Nam Province. Several of these positions have
been retaken by. government forces, but the most important--
and most difficult--are those overlooking government areas
south of Hue. The South Vietnamese lst Division has been
unable to make significant progress against these objectives
and Ranger units are being rotated into the battlefront. Some
senior commanders feel that the Rangers will also be.unable.
to make much further progress and that elements of either
the Airborne or Marines will have to be brought into the
