A search of collateral information reveals no specific mention
of the construction of this plant, although the construction of
almost all other such plants in China has been publicized. This lack
of information, together with the type of product produced and the use
of camouflage, may indicate that this plant has military significance.
This information was coordinated with the Chemicals Branch,
ORR/D/R. (TOP SECRET RUFF)
Initial analysis of Blue Springs
reveals that a 3.5-nm section of the Hanoi -- Dong-Dang rail line
(from 21-25N 106-18E to 21-26N 106-21E) has been modified by the
addition of a third rail being added to the roadbed making this rail
line useable for both standard and meter-gage equipment.
The turnout for the Thai Nguyen-Kep rail line was observed from
its junction with the Hanoi -- Dong-Dang rail line at 21-25N 106-18E
for approximately 0.5 nm westward. The track has been laid for
standard gage operation. (CONFIDENTIAL NO FOREIGN DISSEM
THE CRITICAL NEED FOR COMPARATIVE COVERAGE
Continued surveillance of, the strategic petroleum reserve storage
installation near Yuan-ping-chen has provided another striking example
of the critical need for comparative coverage of China. This facility,
with an estimated capacity of 60,000 metric tons, has been effectively
concealed as of
Construction at this site took approximately 1 year. The cluster
of approximately 39 storage tanks, and part of the facilities in the
small secured rail-served support area have been completely earth covered.
Without the availability of photographic coverage during construction, the
identification of this installation as it appears now would be impossible.
