PERM PETROLEUM PRODUCTS PLANT
PERM, USSR
The Perm Petroleum Products Plant is located in the southern section
of Perm, USSR, east of the Perm Aircraft Plant, Stalin 19, and about 2 nm
northeast of the Perm Airfield (Figures 1 and 2~. Approximate geographic
coordinates for the center of this plant are 57 58N - 56 l~+E and its
orientation is east west.
The plant is rectangular in shape with dimensions of approximately
1,800 feet by 1,000 feet. It is served by a spur of the Perm-Kungur
Railroad. The installation is also served by road.
The limits of and the various processing and support facilities within
the Perm plant are shown on Figure 8.
The annotations on Figure 8 correspond to the following discussion
of facilities;
A. Two large storage tanks
B. Intermediate and product storage tanks
C. Boilerhouse
D. Processing area for possible deasphalting
E. Processing area for possible dewaxing - chiller and
filter buildings
F. Rail spur
G'. Warehouses
H. Possible loading and unloading platform,
I. Open storage
J. Unidentified area - This area is secured by a wall
K. Water treatment area
Level of Activity
The plant has remained static with regard to area. There has been some
minor construction of facilities between This
consisted of the rearrangement and addition o anew s orage 'a in rea B
and the expansions of a warehouse. Also opposite the warehouse a small
building was constructed. This construction activity is outlined on Figure
8. The plant also shows signs of maintenance as some of the storage tanks
have been painted recently.

Figures 7 and 8 show a possible drum manufacturing pl;~,nt adjacent to
southeastern corner of the petroleum products plant. inn photo coverage
however,

there were numerous drums located in this plant area,
large portion of these drums ha~3 been removed.
