SAM ACTIVITY NEAR SHCHERBAKOV AND YAROSLAVL, USSR
KEYHOLE photography of reveals- the existence of sur-
face-to-air missile (SAM) activity in the Shcherbakov-Yaroslavl area.
Two SA-2 SAM launch sites have been identified in this area, one each
positioned for defense of the Shcherbakov and Yaroslavl complexes. Exi-
stence of other SAM activity in this region could not be determined due to
scattered-to-heavy clouds and cloud shadows.
Shcherbakov is important as the location of one of the largest air-
craft engine plants in the USSR. The Shcherbakov Hydroelectric Power
Plant is, a major source of electric power for the Central Industrial Region.

The Shcherbakov complex is on the banks of the Volga River at the point
where the Volga and Sheksna rivers are dammed to form the Rybinsk
Reservoir.
Yaroslavl (57-36-50N 39-51-40E)
Yaroslavl is one of the principal industrial and transportation centers
of north-central European USSR. The city is one of the foremost pro-
ducers of heavy trucks and fabricated rubber products in the. USSR.
Located at the intersection of the Volga River and the Moscow-Arkhangelsk
freight rail line, Yaroslavl is an important river-rail transshipment point.

Coordinates: 58-15N 38-51E.
Reference Point (RP): Shcherbakov Railroad Station, Yards-, and Shops,
Location: In a wooded area on the east bank of the Rybinsk Reservoir,
12 nautical miles (nm).north of RP.
Remarks : The site appears complete and is probably operational. A cir-
cular road and a system of loop roads serve the six launch revetments and
at least two missile-hold revetments. The guidance revetment is at the
center of the operations area. A group of structures just south of the
operations area.is probably the support area for the site. No security
fencing is discernible. Haze precludes further interpretation.

Reference Point (RP?: Yaroslavl Railroad Station, Yards, and Shops, West,
57-37-38N 39-50=00E.
Location: App-.-oximately 3 nm east of Yaroslavl/Tunoshnoye Airfield and
14 nm east-southeast of RP.
Remarks: The site appears complete and is probably ope=ational. A cir-
cular roa.d, a network of loop roads, and three missile--hoi.d revetments a..-?e
discernible. A probable support area. for the site adjoins the operations
area on the north. Further interpretation is precluded by the poor quality
of the photography in the area of the site.
