A surface-to-air missile (SA~l) training
center (4S-26N 73-24E) under construction 42
nautical miles (nm) south of the town of Sary
Shagan and 10 nm west of Myn-Aral, USSR is
identified from KEYHOLE photography of
Figure 1). A review of earlier coverage

showed that the center \\~as discernible on poor-

evident on the previous coverage of-
The SA\Z Training Center consists of a
launch facility, support facilities, and t\\~o un-
identified areas (Figure ?). The launch facility
appears to be in~an early stage of construction.
It consists of a fenced area, measuring 3,000by
87~ feet and enclosing three probable launch sites
with a general north-south alignment. Each of
the t\\?o outer probable launch sites measures
approximately 700 feet in diameter and has a
centrally located structure or revetment approx-
imately lOS by -10 feet in size. The presence of
more than one probable launch site in the launch
facility indicates a SA.~1 training function.
The southernmost probable launch site is Lhe
most clearly defined and resembles an SA-2
SAi`1 site, \\~ith five launch points and scars to the
central structure/revetment. The northernmost
probable launch site has four launch points; scars
connect t\\~o of the launch points on the perimeter.
the probable launch site in the center, with onl}~
the central structure/revetment and two possible
launch points visible, is the least discernible of
the three.
A scar extends from the midpoint
of the ~~?estern fence line bordering the launch
facility to the south-southwest for a distance of
approximately 3,300 feet and terminates in an
area of unidentified activity.
Support facilities are located approximately
0.~ nm east of the launch facility (Figure 2). The

ities at the Troop-Training Launch Area within
the SAM Launch Complex at the Kapustin Yarj
Vladimirovka Missile Test Center 2/, or ~+?ith
arge. No checkout facility for missiles, reverted
structures for explosives storage, or troop
housing, e.g., barracks or tent areas, were dis-
cerned. A small unidentified possibly secured
area, measuring 545 by 405 feet and containing
six ',buildings, is located north of the support
facilities.
Because of the early stage of construction,
comparison cannot yet be made with the SAM

the operational SAM sites and the SAM Support
Facility at the Sary Shagan Antimissile Test
Center 3/. The training center is possibly in-
tended to support the increased deployment of
SAM sites along the southern border of the USSR.
A 30-nm radius of the center was searched for a
possible impact area or field-type launch site,
with negative results.
