This memorandum is forwarded in answer to the above mentioned requirement, which requested an analysis and a comparative study of the petroleum refinery located near Saratov, TSR. 2. Information as requested, concerning this refinery, is as follows: a. Location The refinery is located adjacent to the Volga River approximately 42 nautical miles downstream (southwest) from the center of Saratov. The geographic coordinates of this refinery are 51? 27' 14"N - 45?-56' 42"E (See Figures 1 and 2). '- 25X1 D I with b. Areal Extent - The refinery area is irregular in shap a maximum north-south dimension of approximately~5700 feet andla maximum east-west dimension of approximately 4200 feet. The t tal fence enclosed area includes 19,248,000 sq. ft. or approximate x?41 acres (0.7 square miles). All measurements. have been made by the CIA/PID/IB project analyst. They should be considered as appr imate and must not be taken as official NPIC mensuration .data compiled by the Technical-Intelligence Division, NPIC. c. Construction.status - From the overall appearance of the refinery, and from examination of changes which have occurred between it appears that all, existing refinery units have been completed. There is sufficient room within and adjacent to the Saratov refinery for expansion or the construction. of related industries. Additions to this refinery1during the period' of photographic coverage, are listed under section five of this memorandum. HANDLE VIA TA! For purposes of comparison and because of photographic quality, materials from one overflight and two satellite missions are included in this memorandum. These photographs are from respectively (See Figures 3-6). Details concerning the identification of refinery components are given in the following section. 3. The overlay accompanying figure six outlines the refinery area and the various sections within the refinery. (20) Water treatment and pumping facilities (21) Possible rail loading and unloading point (22) Pipeline to chemical plant (23) Drainage outlet from refinery (24) Abandoned crude storage basins a. Plant analysis of the refinery is presented under the number corresponding to that annotation on the overlay (See Figure 6 and overlay). (1) Six crude storage basins (2) Petroleum storage area? ,(3) Two probable distillation units with associated support equipment and storage tanks (4) Administration area including probable office buildings and repair shops (5) Heat and power plant with spray pond and cooling towers (6) Eight cracking units with associated support facilities (7) Four cracking units with associated support facilities o(8) Petroleum storage area (9) Possible new distillation units (10) Open storage area with `several small shop type.buildings (11) Probable polymerization unit (12) Open storage area with a few small buildings and tanks, with probable loading and unloading facilities along rail spur. (13) Possible processing unit (14) Probable vapor recovery or "light ends"'unit (15) Probable lubricating oil refining section including associated facilities and storage tanks (16) Area of possible warehousing, packaging, and shipping (rail served). Also included in this area is an unidentified process building with associated facilities and some storage tanks.' (17) Flare tower (18) Rail loading and unloading facilities (19) Probable pumping station with storage tanks .... GOivl'fiGL SYSTEM ONLY. .4. The Saratov refinery is served by road and by a rail spur. Probable loading and unloading facilities are present at docking points along the Volga River south of the refinery. The refinery is possibly connected by pipeline to a POL storage area- approximately two nautical miles south of the refinery, adjacent to the Volga River. 25X1D 5. Photo coverage of this site on was used to identify major visable changes which have occurred during the 25X1D period. However because a portion of the refinery was obscured by 25X1D steam on the photography, it is impossible to enumerate changes which ' may have taken place in those areas. (See overlay on Figure 6 for corresponding annotation number). 25X1 D (6) One small probable c..ntrol building added by 25X1 D ' (8) Ten additional small probable process tanks added since 25X1D two-medium tanks removed . (9) New proces's'--area erected since _ possibly new distillation unit 25X1D (12), (13), 14 and (15) These areas are generally obscured on the TALENT photography. However, examination of 25X1 D photography from reveals that no significant changes have occurred since that date. 25X1D (16) All of (16) which lies directly east of the crude storage basins has been added since construction was in 25X1D Progress in this area in nd appears to be 25X1D complete as of Two buildings and several small tanks are present. 25X1A 6. The photo analyst assigned to this project was who may be contacted on extension 2705 should any questions.arise concerning this memorandum. This memorandum and attachments complete this requirement.
