This report was, prepared in response to a
CIA requirement for a comparison of components
at the Tallinn AMM/SAM Launch Complex 1/ to
certain modifications that have developed at
Launch Site 3 and Electronic Site B, Launch Com-
plex A, at the Sary-Shagan Antimissile Test Cen-
te>: (SSATC).
The Tallinn Complex is located at 59-24-25N
24 `19-30E (Figure 1), 13 nautical miles (nm)
west-southwest of Tallinn It was revealed in
early-to-mid stages of construction on KEY-
HOLE photography of-and was subse-
quently observed on lar er scale KEYHOLE
photography of (Figure 2) when con-
struction had, continued. TI}ere was noevidence
of-.this complex when the area was observed on
good-quality photography of
Launch Sites 3 and 4 and Electronic Site B,
SSATC, (Figure 1) hays not been observed on
large-scale clear photography, but have been
covered by repetitive missions of good-quality
photography of -smaller scale. Photography of
(Figure 3) provides the most
recent coverage of this area.
Facilities at the Tallinn Complex (Figure
include five launch sites, each with six re-
vetted launch positionsin tying stages of con-'
struction; hardstands extending from the launch
area access road; and an Unidentified Facility
consisting of five slightly elevated hardstands
with a reverted position centrally located among
them.
Changes and additions to SSATC facilities
under consideration in this report as observed
on KEYHOLE photography are -shown by a color-
coded line drawing (Figure 5).
The launch positions under construction at.
the" Tallinn'- Complex strongly resemble, in con-
figuration and' dimensions, modified Launch Po-
sition 5, Site 3, at Launch Complex A, SSATC
(Figures 2 and 3). This latter, rectangular, re-
vetted position, constructed since
was first observed on KEYHOLE photography of
with snow conditions prevail-
ing. At that time the position was reverted along
its outer side and on each end, with a possible re-
vetment extending along a portion of the inner
side. Other features not present at the SSATC
area of interest in
but observed on

or subsequent

dates include development of the pad area at
Launch Position 5, Site 3; development of a sim-
ilar pad area, unrevetted, just west of previous-
ly existing Launch Position 6; new loop roads
serving the two positions from the launch site
service roads; newly constructed revetments
along a new east-northeast/west-southwest road
running parallel and south of the main road serv-
ing Electronic Site B, and extension of security
fencing to enclose this area; a reverted structure
located southwest of Launch Site 4; and construe

structure just north of Site 3.

area at SSATC was snow covered when next ob-
served on photography of

the outer revetment wall probably indicating con-
struction was incomplete.

reverted- position. Photography of

equipment, at the eastern end of the revetment.
