The information on objects, derived primarily from community-wide imagery exploitation, is stored on-line at the National Photographic Interpretation Center (NPIC) in the UNIVAC 494 computer system. The file is also available to community users on the Community On-line Intelligence Systems (COINS). The ODF is a part of the National Base of Image-Derived Information (NBIDI) and NPIC is responsible for its maintenance. Within NPIC, the ODF coordinator (Information Branch/Reference Services Division/Produc- tion Services Group) is responsible for its day-to-day operation and for ensuring compliance with community requirements. The file contains several thousand objects. The "Object Target List" (an extract of the ODF) has been published semi-annually since 1969. In the ODF all information about one object is stored on one record. Each record is composed of four major sectors, which contain severa=l fields and items within fields. Each object included in the ODF is assigned an object target number which uniquely identifies it. Other information found in the ODF and used in the data blocks in basic reports on objects include authorized and alternate designators (names), a short description, producer and user countries, and a five-digit hierarchical object classification code. The substantive information on individual objects in the file in- cludes a listing of related reports and a detailed free-text description of the object. Codes for the nominating agency, National Tasking Plan responsibility, and the security classification are also included. 25X1 NPIC'/R-t 7 pproved For Release 2003/12/51@C -RDP78B04560A007500010012-0 Approved For Release 2003/1 2S' :R'AA-RDP78B04560A007500010012-0 In order to be included in the ODF, objects must pass through a nomination and approval process. Nominations from the community are submitted directly to the ODF coordinator or through the office of the chairman, EXSUBCOM/COMIREX and then to the coordinator. These additions, changes, or deletions are then reviewed by the ODF Review Panel which is composed of representatives from the intelligence community. Appropriate action is taken on these nominations according to panel recommendations. New object target numbers may be obtained from the office of the file coordinator. NPIC COMPUTER PROGRAMS AND THE ODF The ODF is stored within NPIC's UNIVAC 494 computer system in a "private file" format and can be queried on NPIC terminals by using BQLT, a modified version of the Batch Query Language (BQL) computer program. The FRNLISTER program can also list information from the file by access through the file reference number (FRN). In addition, the Information Branch will retrieve data and provide special listings on request. To retrieve information from the ODF, it is necessary to have a detailed knowledge of the file's mnemonics, content, and structure. This information is presented in this manual. NPIC REPORT FORMAT TABLES AND FILE QUERIES When the answer to a query of the (.1DF is a printout of a record, a report format table has been cited in the query. A report format table determines two things: what: is to be output and the format of that out- put. Each table is identified by a mnemonic. The tables you will use most frequently are: --2- Approved For Release 2003/12/19 : CIA-RDP78BO456OA007500010012-0 NPIC/R-11/77 SECRET Approved For Release 2003/121.tA-RDP78B04560A007500010012-0 ODFTS - Object number sequence, PHEAD/PODFT sectors only, with TOP SECRET security classification on printout. The COINS ODF is updated monthly, or more frequently if needed. The COINS ODF record format and sample queries appear below. The user should note that there are significant differences between the format of the file as it appears in its COINS and NPIC versions, although the retrievable information remains the same. The retrieval languages (TILE for COINS and BQL for NPIC) are also significantly different. Material for this appendix was extracted from TOCOL (Topics-on-COINS- ON-LINE), prepared by the COINS Project Management Office (Secure Line 1 -1 Approved For Release 2003/12/19 : CIA-RDP78BO456OA007500010012-0 NPIC/R-11/77 SECRET Approved For Release 2003/12ADC@W RDP78B04560A007500010012-0 The ODF is a multi-formatted file using the following record structure: AA Record Field # Name Size Explanation L SEQNA _l Record Sequence Letter 2 SEQNO 2 Record Sequence Number 3 FRN 6 File Reference Number - the unique record number assigned by the NPIC computer for use in the NPIC in-house ODF. PI(7R-11/77 SECRET Approved For Release 2003/12/' :QA3kDP78B04560A007500010012-0 ODF OBJECT Identification Numbers The Object Identification Number is a three part number used to uniquely identify a particular object. The first part is a two-digit general category code taken from the functional category codes listed in Appendix 3. It is stored in the field GCAT. The second part is a five position code assigned sequentially to objects within a cateorv. In the PODFT field WCAT, the first position of this code is always a dash. The third part of the object identification number, ICAT, is a two-digit suffix which can be used together with the first two parts to identify a single object or variation of an object within a class or type. For example: 61 is the functional category for all aircraft 61-0005 is the general object number for Fitter A SU-7 Fighter Jets. 61-000501 is the complete object number for the Fitter A SU-7BM Fighter Jet. Sample Queries for COINS To retrieve all available information on AN-12 aircraft, one of the following queries may be used: 1. EXTIG/ODF,AA,GCAT(61) and WCAT(-0110). SORTG/ODF;AUDS. PUB/ODF;ODFAUDS. This query will return all records with the Object Identification Number 61-0110, which is assigned to AN-12 (CUB) aircraft, regardless of variation. 2. EXTIG/ODF,AA;AUDS(CUB). SORTG/ODF;AUDS. In both of these samples, the output will be in alphabetical order by authorized designator and will. be printed in the ODFAUDS format. 3. EXTIG/ODF,AA;DESC: (Recoilless). SORTG/ODF;GCAT,WCAT,ICAT.. PUB/ODF;ODFOBJNUM. Here we are scanning the description field for the word "Recoilless". The output will be sorted by the complete object identification number and printed in the ODFOBJNUM format. 4. EXTIG/ODF,AA;GCAT(52) and WCAT(-0209) and ICAT(03). PUB/ODF;ODFAUDS. This query will return all available information in the FIRE CAN A radar, which has the Object Identification Number 52-020903. Since no SORT order was specified, the data will appear in FRN order. 5. EXTIG/ODF,AA;CAT1(673) and CAT2(ll). SORTG/ODF;AUDS. PUB/ODF;ODFAUDS. In this query, a search will be made for submarines (general category 673), specifically all ballistic missile nuclear submarines (SSBN - specific category 11), then printed alphabetically in the authorized designator format.
