2. was not aware that the lack of support and
vision by Headquarters, Langley, with respect to color exploitation,
was es dismal as is indicated by the attachments.
3. ecomnended that NPIC retain the color project
and fight it through since it is basically NPIC's responsibility
to provide such exploitation. He could not fund it nor could he
take the project over. NRO will support whenever and wherever
possible. The Electrocolor project should not be given to DoD, but
their support should be sought in some manner such as noted in
subsequent paragraphs.
4. I keccmmended immediate action to obtain an
operational color internegative; select certain targets then deliver
them to Westover for processing in false color on the Electrocolor
printer now operational there. The product would then be used on a
series of NPIC briefing boards. On the basis of the success of the
briefing board prints, further action could then be taken; such as
(1) brief COPE and explain the current color dilemme (2) NPIC influence
the community through COPE/COAM to lay on a task for C( 4OR to
photograph in color certain operational target areas. The require-
ment must be operational, but upon receipt of a negative, NPIC,
(using Westover Pcilities) could then use it to produce a limited
number of false color prints for timely exploitation, experiment,
and study.

5. As a, matter of interest, NRO has color mission materials now
ready for operational flights but has no requirements
(or task from COMOR) to fly them. would like to use those missions
but boa no way of getting the requirements through COI4OR at the present
time and evidently would like to go forward with these operational
missions. stated that to get any further develoratent in color
we must use co or. The Community must decide whether color missions
are required and useable.
6. In order to set up the coordination between NPIC, NRO and
Westover, NRO would arrange for the printing of the briefing materials
with Westover and would be the intermediary for canrunications between
the three offices. A monitor from NPIC would be responsible for the
task given to Westover.
7. 0 thinks the Electrocolor process has potential and. could
be very important and he expressed disappointment that the project was
not under way. The project does indeed have a likelihood of breakthrough.
8. The national conmYunity can pull NPIC through if NPIC demonstrated
the value of this project (or similar projects). The first step in this
instance would be the printing, by electrocolor process, false color
prints for experiment and briefir.p; purposes as outlined above.
9. II suggested that there should be more coordinated efforts
of exploitation by riembeua of the community; specifically, certain
selected NPIC sponsored projects should be made known by straightforward
presentations, then serious support by other production centers could
be forthcoming when needed.
