Staro-Ufa .Refinery is located south of the Novo-Ufa and the Chernikovsk Refineries,.. all of which are in the Chernikovsk sector of the Ufa region. It a.s situated adjacent to the Belays. River, approximately 6.2 nautical miles NNE of the Ufa Airfield. The approximate geographic coordinates at the center of the Staro-Ufa Refinery are 5~+ 50 30N - 56 05 25E (See .Figures 1 and 2). This refinery is irregular in shape, with maximum dimensions of approximately 6,800 feet by 6,0@0 feet, and is oriented in a general North- South direction. The total aria included within:,the refinery is approxi- mately 30,000,000 square feet or about 1.1 square miles. The Staro-Ufa Refinery appears to be basically complete. However, space is available within and adjacent to the plant, especially toward the north and east, for the construction of additional units or associated plants . Additions to the standard petroleum refining processes have been ' 25X1 D minor from at this installation. How- ever, fairly extensive expansion of possible petrochemical facilities associated with this refinery has occurred. Details concerning these changes are discussed in part b of section 2. 2. Individual sections of the Staro-Ufa Refinery are outlined and annotated on the overlay to Figure 6 of this memorandum. a. Identification and analysis of these sections is presented under the number corresponding to that on the overlay. Stara-Ufa Refinery is served ,by a spur from the Trans-S-Iberian Railway, by road from Ufa, by docking facilities on the nearby Belays River, and probably by pipeline. A thermal power plant is located directly south of the main refining areas and adequate quantities of water appear to be available from the adjacent river. 1+. Stara-Ufa Refinery has been operating throughout-the period of time covered by',this report, as indicated by fumes and steam visible at the power plant, water treating units, various refining units, and the flare tower. 5.
