1. The Andreyev, Dzhaparidze, and Budennyy Neftegaz Petroleum
Refineries are located along the Caspian Sea in the eastern sector of
the city of Baku. The Dzhaparidze Refinery is located along the water-
front while the Andreyev and Budennyy Neftegaz Refineries are located
inland and to the north and northwest respectively from the Dzhaparidze
Refinery. The orientation and geographic coordinates of the center of
each refinery are as follows:

The shape, maxiimun dimensions, and approximate area. of each refinery
are as follows:

Each of these refineries appears to be complete and only a ve6X1D
limited amount of space exists within or adjacent to the refineries for
further expsn ion or the construction of adFUtional units. Very minor
changes appea to have, occurred in the refineries since Poor quality
photography, owever, prevents a more-detailed analysis of any of these
changes and a so limits the identification of individual-sections within
each refinery
2. The overlay accompanying Figure 7 shows the limits of and outlines
various sections within each' refinery. The numbers of these sections
correspond tothe following identification key:
1. Probable product storage area consisting of tank storage and
warehouses and associated railcar loading and unloading
facilities.
2. Probable distillation area
3. Unidentified processing area

3. The refineries are served by rail, by road, probably by pipeline, and
by the docking facilities of Baku Port.

4. Haze and smoke over these refineries throughout the period of photo-
graphic coverage are probably indicative of some level of activity. The
equality of the photography is not good enough, however, to determine whether
individual units are operating.
5. All measurements have been made by the CIA/PID/IB Project Analyst.
They should be considered as approximate and must not be taken as official
NPIC mensuration data compiled by the Technical Intelligence Division, NPIC.
