The military activity in the Ssu-mao area ' organizationally centered at the Ssu-mao Infantry Division Headquarters , and is believed 25X1 to contain elements of the 39th Infantry Division of the 13th Chinese Communist Army (See Document Reference 1). It appears that there is an infantry regiment, an artillery regiment and divisional support elements in Ssu-mao. A functional analysis of Meng-hai Army Barracks and Storage Depot South DP78T05161A001400010062-6 or Release 20 "IM is included because it is believed to contain an infantry regiment of the 39th Infantry Division (See Document Reference 1). The functional analysis of Ssu-mao Army Barracks SE I and 25X Ssu-mao Infantry Division Headquarters has been accomplished utilizing recent overhead photography and information derived from CIA Information Report The information contained within the Information Report compares favorably with the pattern of installations observed on photography. Parts of the report are used in this analysis to give insight to the function of certain areas of the military complex where the function cannot be determined from existing photography. When an area in either of the two complexes is analyzed using information from the Information Report, it will be referenced. The major functional areas of the installations contained in this report have been outlined in yellow and are designated by letters. The buildings contained in this area are: 3 probable administration buildings 1 possible barracks 1 probable messhall This area appears to be the headquarters staff billeting area (See Document Reference 1). The buildings contained in this area are: 9 probable barracks 1 possible barracks 1 probable messhall 1 support building This area is located on the east edge of Ssu-mao and contains divisional and headquarters support elements. Approximately 1,250 feet north of this area is an unoccupied AAA site that is probably used for training (See Figure 3). There appears to be a medium level of activity within this area. An increase in the activity and number of vehicles occurs during the dry months and decreases during the wet months of the year. No communications facilities were observed in the area. A. PROBABLE DIVISION HEADQUARTERS (Figure 1i) This area is secured by a wall and appears to have an administrative function. No new construction has been observed since 1. TRAINING AREA (Figure 4) This area appears to be used for both vehicle driver training and personnel training. PROBABLE TRANSPORTATION BATTALION (Figure 4) This area contains a vehicle park and billeting area that is similar to a division level transportation battalion. SUPPORT AREA (Figure 4) 1 probable heat plant 1 vehicle/storage shed @ 185 x 40 feet 7 storage/support buildings 8 support buildings Three probable utility trucks were observed in this area on . No new construction has been observed since F. DIVISIONAL SUPPORT ELEMENTS (Figure 4) This area probably contains military units in support of the division (the BE name is Ssu-mao Army Barracks, 1. Possible Signal Battalion this area contains a signal battalion, but from available photography no communication facilities were observed. The existing facilities in this area could possibly accomodate a signal battalion. On photo coverage there was no evidence of AA artillery, but in robable pieces of AAA were observed. On photo coverage I I twelve probable pieces of AAA, (possibly 85 mm), were observed (See yellow arrows on inset, Figure 4). Possible Heavy Weapons Battalion I this is a barracks area for a field artillery battalion. However, no field artillery pieces have been observed on available photography. However, the facilities observed could possibly house an engineering battalion. Twelve AAA pieces were observed on I coverage (See inset Figure 4+). There are 6 probable basketball courts observed in the area. The two areas are jointly secured into distinct building groups which substantiate the report. On coverage of 2 probable cargo trucks and 1 possible cargo truck were observed in the motor park and on coverage of 18 possible pieces of equipment/vehicles were observed. QUARTERS AREA (Figure 5) This area secured by a wall, appears to be an officers/dependents quarters area. Between coverage of I I six buildings were constructed (these have been designated by a red asterisk). Artillery has been observed only in Area 1 and vehicles have been observed in Area 2 and Area 3 on various photographic coverage. 1. Probable Artillery Battalion Each of the three artillery battalions (Areas 1, 2 and 3) have been divided into approximately the same number of buildings. Four of the six new buildings are in Area I. Generally, a subordinate regiment will not be located this far from the headquarters unit; however, the rough terrain of this area may necessitate a deviation from the norm. CIA/P R-77085 that this is an infantry regiment subordinate to the Ssu-mao Division Headquarters. Both infantry regiments in Ssu-mao (Figure 5) and Meng-hai have a very close resemblance to one another with relation to configuration and building numbers,. Other buildings which seem military in appearance are observed throughout the complex. However, they do not appear to be an integral part of Meng-hai Army Barracks and Storage Depot South.
