MEMORANDUM FOR THE RECORD
SUBJECT: Meeting with Congressman Rose, 1400 Hrs, 16 July 1981 (U)
1. (U) At 1300 Hrs, 16 July 1981, I was notified by my office that Congressman
Rose's office had requested that I meet with the Congressman at.1400 Hrs that
afternoon. I arrived at the Capital Building shortly after 1400 Hrs, and when
I finally made it to Congressman Rose's office the meeting was already underway.
The following personnel were in attendance:

Dick Giza Office of Congressman Rose
LTC Mike Chase Office of Congressional Liaison
Tim Hatch Office of Army General Consul
LTC Watt INSCOM
2. (S) The meeting had been called by Congressman Rose to find out why the
Army was apparently "dragging its feet" in supporting SRI-I with funds that had
already been agreed upon for FY 81. The Congressman was very agitated and
concerned that no progress was being made in solving the alleged "human use"
differences that seemed to exist between the AGC and DoD GC offices.
3. (S) Tim Hatch presented the AGC position.... which boiled down to the fact
that the AGC office had briefed the Secretary of the Army on the proposed joint
effort between Army and DIA and that the DoD GC concurred with the human use issue.
It was after this briefing to Secretary of the Army that AGC learned that apparently
DoD GC did not concur on the human use issue; therefore, the AGC decided the issue
needed to be decided before the Army would be allowed to transfer any funds in
support of the joint program.
4. (C) This response did not appear to satisfy Congressman Rose. His feelings
can be summed up as follows:
a. Project Grill Flame is his #1 intelligence priority.
b. Researchers at SRI-I, who he feels are the leaders in the current
research, must be properly supported.
c. He was sick and tired of all the administrative red tape and wanted
positive actions taken immediately.
5. (C) In that regard, the Congressman gave Hatch until next Thursday (23 Jul 81)
to get things back on track and moving forward or else he would call for a
special session of the Evaluation Subcommittee of the House Permanent Committee
on Intelligence (he is the chairman) and call Secretary of the Army and high
DoD officials in to testify as to why this vital program was not making progress.

6. (C) The Congressman asked me if we felt that SRI was worth having and
I explained to him our.current funding situation for FY 81 and what we had
recommended for FY 82 as far as supporting SRI. My response appeared to
satisfy him.
7. (U) The meeting adjourned shortly before 1500 Hrs with the Congressman's
ringing summation that this area of intelligence gathering.was potentially
too great to allow to fester on the vines because of bureaucratic red tape.
