1. Attached is the signed GRILL FLAME Memorandum of Understanding.
2. Before Army can sign a joint GRILL FLAME contract and become
financially obligated, the problem of "human use" muse: be resolved.
The: Army General Counsel advises me that Army participation in joint
GRILL FLAME activities must be coordinated under the provisions of
Procedure 18, DOD 5240.1.--R. This requires Secretary or Under Secretary
of the Army approval.
3. 1 plan toAbrief Secretary of the Army Marsh on the GRILL rLA.ME
Program in the near future. I will address the "human use" issue with
him at that time.
