Gentlemen:
presented its position that the additional

This claim was based on the general premise that
had no access to the real media within which the frame
edges were to be detected; nor, did the specification
in the contract explicitly define the frame edge condi-
tions to be accommodated. It was during the course of the
contract that the Government established the 0.2 density
difference as the minimum density difference which the
printer would be required to sense frame edges. However,
because it is impossible to demonstrate the difference
between this definition, the implication in the specifica-
tion, and the intent of the contract,Igreed to
relinquish its claim for the additional fee applicable to

placed particular stress on the continuing problem
we face in designing and testing a printer without direct
access to the input film it must process and on which the
printer will be tested. The inability of the Government
to permit this access, and additionally, to provide samples
which are equivalent of this material, has been a major
source of design difficulty and program dela To circum-
vent this problem, it was reaffirmed that I Iwould make
up test samples representing the conditions suggested by the

would examine and measure these samples to determine their
validity as test media. It was agreed that the Government
would certify such samples as being sufficiently represen-
