The police took action Tuesday, 30 January, F~t daybreak. At Saint-Jean-de-Luz,
Bayonne, and Hendaye, about 20 Spanisti Basquea were arrested. Thirteen of
them were immediately sent to a place of detention in tt~e Alpes-de-Haute-
_ Pr~vence. The others were escorted back to the border.
All of these 20 I3asques helon~; to the F.TA, the separatist orgunization. In
, ordering ilieir arrest, the minister of interior was cooperating with the
ttacirid ~~vernment, which complains again atnd again about the asylum which the
ETA terrorists enjoy on French territory. It doubtless also wanted to prevent
serious incidents. In less than six months, three attacks were made against -
Basyue refugees on French soll. A persistent rumor has been crediting the
Sp~~nish special servi.ces with intending to settle "a la Israeli" the ETA
problem that is impla.nted in the Atlant~.c Pyrenees.
_ This department r,as about 15,000 Spanish residents--incltiding about a thou-
sand political refuge~s who have settled aince 1936; and about 300 m~tlitants
of the !nilitary ETA, who ;iave settled in Labourd province, all along the
Basque coa~t, from Hendaye to Bayonne, with a maximum density in Saint-Jean-
de-Luz. Some of these "etarrak" [ETA partisans) l~ave a Spanish passporC;
others have only a visitor's permit.
~ Political asyluriin the past was granted to them on conditian that they
pledge in writing to renounce all political activirj~ of a violent� nature and
not to illegally cross t}ie French-Snanish border. Martin Villa, Spanish
minister of interior, felt that Chis liberal~~in was open t~~ criticism. At
each meeting with the French authorities, he repeated:
"Since ttie most recent amnesty ha~ granted all Spanish citizens restit~tion of
thetr rights and freedoms, it is intolerable that there should still be any -
Spanish political refugees in your country."

The I'rench government has conceded this poinC, ~gain presented by Marcelino
Ore~n, Spnnish miniater of Foreign Affairs, at the time of his recent trip to
Paris. The seatus of political refugee has been eliminated for.Spaniards -
. residtng in France. Henceforth only workers having a pass certifying their
_ atatus will be admitted. That could be an additional obstacle to the implan-
Cation of the ETA north of the Pyrenees.
These political refugees as a matter of facr in great part are clandestine
persuns who have been identified by the Spanieh police and who go to France
for asylum. Or else "gudaris" (fighters) who come to receive training, far
from the spies of the civilian guard and the armed police. The latter stay '
only briefly on Chis side of the Pyrenees, while the former most of the time
settle here permanently, without, however, breaking the tiea that unite them
to Cheir organizaCion. "
A third group of refu~ees--the least numerous, but by far the most active--
consists of inembers of the "Tactical Executive Co~ittee" of the ETA.
- Just as the "High Strategic Command," supreme executive organ that works with
Che ETA assembly, seems to be a ponderous and s~atic organization, the
Executive Committee, which is responsible for making decisions in a very short
span of time, is operational and mobile. It consists of only abouC 10
clandestine fighters, all with combat records. -
Each is responsible for a apecific sector uf activities. Thus Jose Miguel
Benaran Ordenana, known as Argala, who was killed on 21 December, was consi- F
_ dered to he the theorist of the military ETA. Jose Manuel Paguada Gallastegui,
alias Peioto, killed this past 13 January in Saint-~Jean-de-Luz, was in charge
of the organization's financea. A certain Txomin, a 36-year old native of -
Mondragon, alledgedly is in charge of "interior commandos," etc.
The Basque coast offers living conditions that are almost ideal to these
professi~nal outsiders. The Bayonne-Anglet-Biarritz district constitutes a
single agglomeration of more than 200,000 inhabitants. As in the case of
all spas, Biarritz, Saint-Jean-de-Luz, and Hendaye abound in apartments that
_ are empty or temporarily occupied. Thus housing matters are easily resolved. -
Political refugees, includ:tng certain members of the "executive committee," -
live there moeC often with women and children, not always under a false
_ identity. Some of them work in Basque cooperatives, aided by the substantial
Banco de Bilbao (leading Basque bank and third Spanish bank) and are inspired
~ by the example of the industrial cooperatives of Mondragon (from which the _
_ ma~ority of the ETA leaders come). Others are employed in local enterprises
- that are managed by sympathizers who hire them with full knowledge of the
facts. Basque solidarity greatly favors broth~rs who are ~omentarily in
trouble.
