Zo acnieve Chis, it is ~ necessary to raise the level of labor organization, and the intensity and pace of work in sll labor units af Che induatry, and to concentrate the ef- forts and means on the main directions. If in this connection we turn to - the goals se~ for our secCor of. industry by the "Guidelines for the Develop- _ m~nC af the National Economy of the USSR for 1976-1980," it ia posaible to say Chad moar of them are being consiatently achieved. Production associa- tions and enterprises of the ministry are achieving the main indexea of the State Plan for Economic and Social Development: che pace of growth, i~,crease of the production volume, and incr~ase in labor productivity. This ia ex- pressed c~ncretely in further equipment of domestic electric power engineer- ing, gas industry, and other sectors of the national economy with modern, reliable equipment. ParCicipating directly in solving the problems poaed by the development of the fuel and energy complex of the country, production asaociations and enter- prises of our industry have created a complete set of Chermomechanical equip- ment for an energy unit of 1200 MW which will be inatalled at Koatromekaya GRES. The firat custom-made hydraulic unit of 640 MW for the world's largest Sayano-Shushenskaya GES has been delivered. The production of Che second unit is nearing completion. The delivery of equipment for hydroelectric power stations which are under construction in Siberia and in ~he Ear East is also nearing completion: for Uat'-Ilimekay GES and Zeyakaya GES, as well as for the Central Asiatic Nurekskaya GES. Power units have bpen manufao- - tured for the new blocks of Leningradskaya, Rurakaya, and Chernobyl'skaya AES; equipment of the ffrat unit with a water-moderated water-cooled reactor of 1000 MW which will be inatalled at Novovoronezhskaya AES. This iniCiaCive of Taganro~ boiler manufACturers was supported by Che Ministry Board and Preaidium of the Central Committee of the industry's trude union, _ Taganrog city committee and Rostovskaya flblasC cortunittee of the party. On 16 April 1977, "PravdA" newspaper published a letter of the Secretary Ceneral of the CPSU Central Committee Comrade L. I. Brezhnev to ttie workers of Che Don area in which he stresaed the importance of the campaign "To worlc with- out lagging workers" for the country and for the fulfillment of the goals of the national economy. An All-Union conference-seminar was tield in Roatov to discuss Chis effective trend in socialist competitions. To ensure its fulfillment, we must, by the end oF the five-year plan, to cre- ate complex capacities necessary ior the production outpur in the volumes set _ hy the Cuidlines for Che Development of the National Economy of the USSR for 1976-1980. The real way of accomplishing this is: acceleration of tt~e pace of construction of "Atommash" and installation of equipment at the prepared construction sites, creation of capacities in the production association "Izh- ~ orskLy zavad" imeni A. A. Zhdanov, as well as ae a number of orher enterprises participating in the production of equipmenC for AES. The USSR Gosplan has - ; not yet produced such plans for the latter, and this could hinder the develop- ment of power engineering and the utilization of capacities already cre~ted in the country. Hydroelecrric power sCaCions are an importan~ pnrt oF ~l~e C~?el and energy balance of Che country. buring Che fourth and fifth years of ~he Tenth Five-~ _ Year Plan, we have to organize Che outpur of equipmeti?: Cor hyuroelectric power sCations in such a way that the capacities of Say~no-ShushenskayA CLS,Nizhne- kamskaya GES, and Cheboksarskaya GES would be put into operarion on time and thaC Che delivery of t}~e equipment will be completed during the Tenth Five- ~ - Year Plan for UsC'-Ilimskaya, VarCsikhskaytt, Kurpsayskaya, Ingurakaya, Zey- skaya, and other GES. For heat and power engineering whicli is oriented chteEly tc~~a~rd solid fuel of. Kansk-Achinsk and Ekibastuz coal Eields, the enterprises cf our industry m~!st supply in the next few years turbines with a unit power of 500 and, primarily, 800 MW, (small size) boiler units for burning complex ash coal and moist coal of the eAStern regions of the country equipped with grinding fans and _ medium-speed grinders with a capacity of 65-70 Cuns an hour. At the TroiCsk- aya GRES, studies on steam generators for unita of 500 MW under indusCrial 1 conditions have been completed. It is planned to use the.;n at the new GRES whici~ are under construction in rhe regions east of t}ie Urals. The obtained J data conf irmed that ttie selected design and technological. solueionc were basically correct, and now we have to perfecr the design of t}~ese boiler units in the shortest poasible time and to organize Cheir series product;on. Just as before, ocie of the most important problems is thc problem of uninter- rupted supply of heat to the population and enterprises of. various sectors of tiie national economy. The production association "Turbomotor Plant" imeni K. Ye. Voroshilov must continue the production of T-250 turbines for district heating systems in large cities and to set up the production of a turbine af 175 MIJ as soon as possible. In the course of Che last ten years, our gas industry h~s become a large- ~ sacle independent industry. Its needs in gas-pumping units have increased and coneinue to increase. During the fourth year, our industry will not only continue t}iis important work, but will also strive for its acceleraCion by c~ll posei- ble means at all enterprises of the industry without exception. _ It is also necess3ry to conCinue the development and improvement of rhe �acil- ~ itt~s for the production of unfinished articles, to use their existing capac- ities more fully, and to supply rational billets to the industry, which will reduce rhe consumption of ineCal and labor input in the production. However, theae ~ capacities are not used to the fullesr.. The main cause is the fact that when designers create new power zquipment and modernize the equipment which _ , is in production they rarely use particularly pure metals with higher mech- - anical properties and service characteristics in their designs. - The associations and enterprises of our industry acquired a large amount of ' domestic and foreign wtlding equipment in recent years, however, its adjust- ment is unj~istifiably delayed and it is not used effectively. The quality of welding in the industry still remains to be one of the most important problems, - therefore, speedy introduction of new welding equipment will considerably accelerate t:~e production of power eyuipmenti and improve its quality. A large volume of woric was done in the three years of the current five-year plan ~n the area of. capital constri~ction. In production associations "Khar'kov Turbine Planr" imc?ii S, M, Kirov, "Kr~s- nyy kotel'shchik", Syzran' 'Turbine-Building Plant, Belgorod r~nd Chekhov power - machine building plants, as well as in a number of other enterprises of the industiry, simultaneously with the implemenCation of a complex of organizaCional and technic~l measures for the improvement of producCion, acceleratton o~ its pace, and ensuring the fulfillmenr of volume indexes in tl~~ fourrh year of _ the Tenth Five-Year Plan, it is necessary to assimilnte tt~a a11oCCed capital investments and to take all measures to put the pl.anned capacitiea into oper- ation. - The needs of the national economy of the country in indusrrial boilers, small-capacity boilers, utilization turbines, as well as in other equipment for industrial power engineering increase every year. AlOilb with increasing the output of these products, it is important to raise their technical level and quality. One of the main tasks of every work team of our industry in its competition for improving the effectiveness and quality of work in the fourth year of the ~ Tenth Five-Year Plan is economical use of material and t~chnical resoUrces, primarily, metals, electric energy, heAC, and fuel. All enterprises must = analyze the remaining merchandise and materials and to take concrete and ef- fective me3sures for Cheir rational and most effective involvement in produc- tion. Unfinished production has to be thoroughly analyzed and its poten- t~fiality must be used morc fully for increasing the output of power equipment. Slyn'ko] ~ [Text] Tn accordance with the decision of the parCy, the Sayanskiy territo- _ rial production complex is being created in the south oF Krasnoyarskiy Kray. Its energy basis will be the Sayano-Shushenskaya GES with an inaCalled capac- - ity of 6400 MW. The Sayano-Shushenskaya GES is being built on Che Yenisey River in the narrow Karlov Stvor not far f rom Shushenskoye, th~ place of ~ V. I. Lenin's Siberian exile. ~ The Sayano-Shuahenskaya GESis the world'slargest hydraulic development which is unique in size and complexity. Nine million cubic meters of concrete will be poured into a 24 5 m high dam. The spillway structures are designed for leCting through and suppressing high water flow rates: 13,600 m3/aec. The annual ouCpur of electric energy will be 23.5 billion kWh. The hydroturbine ! equipment for the Sayano-Shushenakaya GES was developed for the following conditiona: - Head in meters: max imum 220 rated 194 minimum 175 A turbine with a rated power of 650 MW, with a wheel diameter D1 = 6.77 m, and rotarion frequency n= 142.8 rpm has been developed. Its maximum ef- - ficiency is about 9 6%. At a head of 212 m and higher, rhe hydroturbine is capable of attaining its maximum power of 735 MW. Studies sl~owed rhe technicttl poeaibiliCy oF creating a high-power turbine. Power machine builders proposed to equip this GE5 with turbinea of $15 MW. Ay the complex of the technical and economic inrlexes of rhis G~S as a whole, it was found Chat the power of 650 riW was optimal. Ir was possible ro increase the power of Che Curbine to 650 MW without chang- - - ing rhe dimensions o� a 540 MW machine by increasing its speed of operaCion, which made it possible to reduce the number of units from 12 ro 10, to obtain a noticeable economic effecC, and to lay out the enCire hydraulic development more raCionally, In the narrow passage of the GES, in ~he presenc~e ~f 12 _ units, the spillway was located above Che GES builc~ing, as a result of which Chere was no reliable suppression of energy of the efFluent water. By re- _ ducing Che number of units, it was possible ro place the spillwAy next Co Che GES building, The developed wheels make it possible ta begin the operation of Che Curbines wiCh a head of 120 m. The first two turbines are equipped wiCh replaceable _ wheels capable of working aC Che heads of 60-140 m and to develop the power of. 150-400 MW. This makes it possible to increase the effectiveness of cap- ital investments by pukting the units into operation while the conatrucCion of the dam is nat yet completed. During the operaCion of the units with re- ' placeable wheels at the heads of 60-140 m and units wirh standard wheels ul� lower heads of 120-175 m, additional 16 billion kWh o~ electric energy wi11 be produced. The hydroturbine equipment for the Sayano-Shushenskaya ~ES developed wiCh consideration for the latest achievements of Soviet and world hydroturbine building on the basis of complex scientific research an~ technological de- sign studies has marked a new step in the development of Soviet hydroCurbine building. Many fundamentai design and technological "Sayan" solutions have become basic standard solutions of the association and the industry. The hydroturbine equipment ~~as created in close cooperation with many insti- tutes, associations, and plants of the Soviet Union and, primarily, with the Gidroproyekt [All-Union Planning, Surveying, and Scientific Reaearch Insti- - tute imeni S. All the listed problems are aolved xith this plar,.. plan 3--combined (fig 3)~ the coal is transported to the central inclined drifts. In the rtciddle of the xing connected intermadiate inclinded drifts are driven that ase designed only for making e~avation drifts. Due to this diar~ersal and specialization of the inclined drifta are guaranteed. As the levels aze xorked off one of the inc].ined connected drifts is eliminated " xhile the other after its overaorking if necessary is stopped for repair until passage of the excavation drifts. This is possibl~ because the length of the excavation drifts is txo times shorter than the length of the panel Ning, and - consequently there is a sufficient supply.of time for the preparation of the layer. For this same reason the plan guarantees rapid preparation of the excavation sections~ It can be used in very gaseous and deep nex or recon- ~ structed shafts. Plan 4--combined (fig 4). Then the xorking faces begin to be serviced by those excavation drifts that pre- viously xere driven in the central section. Consequently, the plan guarantees ~ rapid aervicing of the longxalls by the incline.d drifts and excavation drifts ' (at .first xing, then central) = the ehange of functions of the inclined ~ drifts is also guarantsed (for servicing first the woxking faces, then the ' preparatory) ~ These drifts made on the boundaries of the central section are eliminated by the sections after their overworking, at the end of which ~ driving of the excavation drifts begins. In order to ventilate the longwalls and drifts additional single inclined drifts are made that are eliminated as the levels are xorked off, as a result of xhich the plan can be employed also on dsep shafts. The pla,n makes it possible to completely solve five of the first taain problems and partially the sixth. Plan 4 is designed only for new shafts with great (8 km and over) length of the shaft field xith respect to extent on the non- ~ blox-out-dangerous beds~ as xell as on the blow-out-dangerous~ preliminarily ~ diacharged or with angle of incidence less than 10~.
