All the deta.`~ls, such as the areas for operation and the fishing season, remain the same as last yeai~, arid Janan also was able to prevent any reduct3.on in the number of fishing _ boars allowed to operate in the northern waters, which was its principal aim in the nega- tiations. Japan and the ;,oviet Union, sensitively reflected the prevailing international situa*ion and served as an indicator of Moscow~s policies toward Japan, have been trans- i'ormed into practical economic talks. Because the Russians unilaterally delayed the start of the ne~otiations, ~here was �~ome concern as to how matters would go since it was felt tliat the Ru.ssian decision fras taken out of~ political motives.
