My dear Mr. Dulles:
The National Association of Secondary-School Principals is
holding its 45th Annual Convention in Detroit, Michigan,
February 11-15, 1961. We expect that the convention will
attract 7,000 registrants almost all of whom are principals
of junior and senior high schools from each of the fifty
states and Canada. These men constitute what we regard as
the leadership in secondary education in our country.
We believe that our convention program should deal with a
major question affecting instruction in secondary schools
in this country--How can the twelve million boys and girls
now in school be given a better understanding of, and
insight into, the nature of their commitment to the ideals
of the United States of America? To accomplish this, it
seems necessary that our youth have an awareness of the
ways by which the Communist forces use their cultural,
economic, and educational resources in the quest for world
domination.
The Executive Committee of the National Association of
Secondary-School Principals is asking your help in counsel-
ing secondary-school principals and leaders at the Detroit
Convention on what the schools can do to make better progress
in correctly assessing the world scene. We have no doubt
that issues underlying a study of certain parts of the cur-
rent struggle for men's minds will be reflected in curriculum
and instruction as secondary-school leaders become convinced
they are essential.

session of the National Convention in Cobo Hall, Detroit,
on Saturday, February 11, at 11:00 AM.
If you find it possible to accept our invitation, we
can assure you a large and influential audience. The
Association will, of course, pay your expenses and
provide an honorarium on which we can agree later.
The Executive Committee expresses the hope that you will
be able to address our Convention at Detroit and thus
initiate a better understanding of the part secondary
schools can play in supporting America and the American
way of life.

NEA, as you know, is the propaganda outfit to which practically
every school teacher in America contributes and which has been very effec-
tive in lobbying for greater Government expenditures on school buildings
and for teachers' salaries.
These principals are part of NEA. The NEA might be termed the "union"
of American school teachers.
The Director, in view of his V.F.W. talk regarding the teaching of
Communism in secondary schools, might well accept this invitation, for what-
ever he will say will have large circula ion throughout the U.S. educational
world. However, I believe it is much t early to commit him to talk in Detroit
on Saturday, 11 February 1961 at 11 AM, and I recommend that the writer b4
informed that the Director cannot make a commitment so far in advance.

Remarks: This is a great opportunity for the DCI
to get national coverage on his idea of teaching the
principles of Communism in the secondary schools of
he nation. However, to make a commitment prior to
1 Dec. '60 for an address scheduled for 11 Feb. 161
still seems to be too early. The new Administration
will go in on 20 Jan. '61, Just 3 weeks before this
eeting. It may be that a commitment now by the DCI
would not be a wise one in view of the personnel
changes within Government which will include the
Dept. of Education. If the DCI at this time feels
free to make a commitment for next 11 Feb., this is
good forum. If he can't make that commitment as
requested before 1 Dec., then I believe he should
decline. When the DCI makes a decision, we will
letter for his sianatiire.
