HONOR AND MERIT AWARDS PROGRAM
1 July 1958 - 30 June 1959
The activities of the Honor and Merit Awards Program daring the period
of 1 July 1958 through 30 June 1959 are summarized below.
1. The Director of Central Intelligence approved on 22 August 1958
the recommendation of the CIA Career Council creating the Certificate of
Merit with Distinction, which creates a mechanism whereby outstanding per-
formance of duty or the acceptance of hazardous situations may be recog-
nized by monetary rewards. This Certificate is accompanied by an honorarium
of from $200 to $5000.
2. The Director of Central Intelligence also approved on 22 August 1958
the recommendation of the CIA Career Council that the Honor Awards Board be
renamed the Honor and Merit Awards Bora.rd.
3. A display of medallions, certificates and other items pertaining
to the Honor and Merit Awards Program were exhibited at the Agency Support
Exhibit. A representative from the Honor and Merit Awards Board Recorder's
Office was present at each Exhibit to explain the awards and to answer any
inquiries regarding the Program.
1. Regulation No. Honor and Suggestion Awards, is now in the
process of being revise an will be renamed Honor and Merit Awards. The
Suggestion Awards will be covered by a separate regulation.
5. An alphabetical listing of all Honor and Merit Awards Recipients
was composed covering all awards through 31 January 1959 and distributed
to all members of the Honor and Merit Awards Board and to the Incentive
Awards Program, Management Staff for their information.
6. Awards for 60 individuals were recommended by the Board and approved
by the Director during the report period. A roster of these individuals is
given below.

9. Awards for 20 persons are ready for formal presentation, as soon
as the recipients are available in Headquarters for the ceremony. All have
been notified of their award.
10. Photographs of 65 persons, autographed by either the DCI or the
DDCI, have been delivered to recipients of Honor and Merit Awards.
11. The list of Honors awarded to persons associated with the Central
Intelligence Agency 18 September 194+; - 30 June 1958, which was submitted
with the last Semiannual Report of the Honor Awards Program, has been brought
up to date. This list will be submitted to the CIA Career Council prior to
October 1959, at which time the Council will review the Agency's Honor and
Merit Awards Program for the preceding year, as decided at the Council Meeting
on 23 January 1958. 25X1
