Lieutenant General Vernon A. Walters
Deputy Director Central. Intelligence Agency
Washington, D.C.
Dear General Walters:
A few members of the (downtown) Rotary Club of Houston had the privilege..
of hearing you address the Rotary Club of River.Oaks here in Houston a
few weeks ago. All of these men with whom I have talked are most desirous
that you repeat this address or one on related matters before our downtown
group-
Our Club is composed of more than 850 business, professional, religious
and governmental leaders in this dynamic and growing city. It is the
largest service club in the world but more importantly, its membership
comprises the heart of this community which is growing in national and
international importance day by day.
Typical of the speakers we are able to attract to our rostrum are the
following who have appeared during the last few months: Leon Jaworski,
Special Watergate Prosecutor; Norman Cousins, Editor, Saturday Review;
Oral Roberts, President, Oral Roberts University; Sir Peter Ramsbotham,
British Ambassador to the United States; Earl Butz, Secretary of Agricul-
ture.
While we would be happy to welcome you at anytime, we are currently begin-
ning to fill.up dates for the quarter July through September, 1976, and
can offer you your choice of almost any Thursday during that three month
period. The Club meets at a major hotel each Thursday at 12:15 P.M. We
are well acquainted with the Agency's local personnel (since I retired
from that office in 1971 after serving in it since its founding in 1948)
and would be happy to work through that office in making detailed arrange-
ments.

I hope that you will not be concerned about possible over-exposure
in the Houston area. I can assure you that there would be practically
no overlap in the audiences that you have already spoken to in our
community and the membership of our downtown Rotary group. I am look-
ing forward to an early favorable response from you in which you will
indicate one or more dates which will be convenient to your busy
schedule. I am sure Director George Bush would recommend our rostrum
.highly for its excellent coverage of influential Houstonians.

Dear Tom,
I just wanted you to know that
General Walters gave me your note. He
is an outstanding, dedicated, unselfish

with his conuiients on this embattled Agency.
It is always great to hear from you.
Barbara and I treasure your friendship.
The new job is tough but fascinating,
and I have that inner feeling of comfort
that it is important to our survival as

Mr. Blanton also suggested that he would get in touch with
local reporters and General Walters could spend a little time
with them answering questions. I advised Mr. Blanton that
I didn't believe the General would want any news conference
as such, that he usually has a question and answer period
with the group he is addressing, following his speech.
Mr. Blanton said .he would not set up anything but that
reporters may be present. I replied that I did not think
the General would object on that basis.
Mr. Blanton, at my request, will arrange for speech to be
taped (on cassette) for our use.
Mr. Blanton also asked that we call him for any help in
Houston and whether we would like him to meet DDCI at airport.

I am delighted that you have accepted my invitation to speak
at our National Convention in Seattle, Washington in August.
It will make no different if you decide to retire from your
present position before our National Convention. I know the
delegates to the Convention will be just as interested in
what you will have to say.
I would appreciate it very much if you would send a biography,
a glossy black and white picture and, if possible, a suggested
introduction to me at your convenience.
As the time draws near, our National Headquarters will send you
housing information along with any other information that you
might find of interest.
Once again, thank you for accepting.

Many thanks for your kind letter and words concerning my
talk in Boston, Virginia. I do indeed recall your invitation to be
a speaker at your National Convention in Seattle and I would be
most honored to talk to the delegates of the American :Legion

s possible that I may retire before that date and you may
want someone who will be in active government service at that
time. I will understand this fully. If, however, you would wish
me to speak under those conditions, I would be honored to do so.
Please feel quite free to make the decision that seems best to you.
