General Thoma Comments on SIC
RUNRINCEI Letter from General Thomas to Cha
dated 10 January 1966
a, OM
C,
1. s I interpret General Thoma omments en above)
in general terms: (a) a revision of DOID 3 (b) a
adequacy with which the EIC is exercising its respon-
e and (c) the formation of a subcommittee to "monitor"
s to which economic intelligence is put in military planning
last end he appends terms of reference for such , sub-
It is clear that we need more Information on the specific
neral Thomas has in mind before we can evaluate the merits
sale. therefore my summary recommendation is that the
this exercise should be a request for amplification. It
to have an informal conversation with General Thome,
on these proposals before they go very much further.
2. With respect to a revision of DCII) 3/1 to allow for the
formation of Dia", Genera Thomas apparently is unaware tht the
version which he cites (dated 25 Jay 1963) was superseded by DUD
3/1 (New Sories), effective 23 april 1965. This new version -- in
Paragraph 2.a.(1) -- deleted reference to the military services and
assigned responsibility to the "Department of Defense." We presume
that DOD directives spell out the respective roles of DIA na and
the services.
3. General Thomas 'suggests that a revised DC /1 "... also
tam n a more explicit statement on the assignment of respon-
s for the costing of foreign weapons systems 'Ind military
bly impression is that these responsibilities are reasonably
erstood within the community. at present, for exAeple,
performs the basic costing for the NIIPP, the JG studies, and such

other community-wide studies is are generited with this work made
avaUablo for detailed review by other agencies. I doubt that very
much of value would come out of e current attempt to define more
closely relationships which have developed largely on a de facto
basis.
4. Per tour information tion, Generel Thomae
seems also to be unaware that in a letter to the Director dated 5
February 1963 Mr. Vance (responding for Secretery MeNemere) stated
that Cle should matinee to have primary responsibility for studies'
relating to the cost and resource impact of foreign military and
space programs; that DIa should cooperate with an augment CIalls
eepability particularly with respect to comparative costing (cost
effectiveness?) problem; and that the assietant $ecretary of Defense
(Comptroller) Should coordinate and integrate DOD requests for foreign
cost and resource analysis. The role of Die as stated above wee
earlier formulated by Generel Carroll in a letter to the Director
dated 31 October 1963.
5. %ruing now to the subcommittee terms of reference attached
to General Thomeet let I recommend your position be that it is
difficult to evaluate this request on on the basis of information in
our possession, It woad help if the eir Force could bring in some
oozcz'ete example of the kend of thing to which the Genesee]. inferen
Mealy refers. Item e. euggests that more suitable types and modes
of presentation be sought through monitoring by a subcommittee of the
SIC. In all important respects that we are aware of, the community
has never been closer to the consumer (OSD? Cle4aLeeTeG? eCDa, for
esexples) nor has it ever had more direct or more detailed guidance
as to the specific needs (content, tieing, etc.) for national
intelligence for military planning.
As to item b. it would seem out of place for the JAC to
tempt to dictate the quallacetions to be included in the Nies
dad other studiee. It might be well to point out that CIA does
attempt by all means at its disposal to euggest eppropriete quali-
fications in our reports and in the conversations we have had with
users. OR has published material outlining the besic methodology
and the strengths and weaknesses of data, and most recently, in
effect, updeted that work in its contribution to the Memorandum to
/loaders of 11e4e63.
7. The intent of item ce and d. in the terms is uncleer.
If VSIB norganizetionen and wag ?les" refer to the intelligence
community it would seem there is nothing to discuss or decide. ork

General Carroll has already expressed interest in having
st?effectiveness analysis. External research, however,
see a whole set of problems when the *controlled dissemina
t of national intelligence is involved. All intelligence
er Z50000 we already subject to review. If on the other
research and contracts outside the community are being referred
would think that any action would be beyond the scope of the
ty of the US113.
