Explaining his philosophy of rotating staff people through the DDI

held an EXCIL meeting during which DD/OER,
reported on his trip to the Far East, where his primary mission
was to meet with 7th AF to discuss problems of evaluating the
impact of air ops upon movement of goods from North Vietnam to
Laos; D/OSR, reported on progress in the ISA/DOD
of developing the Government position on the U.S. role in the
Indian Ocean; Chairman COMIREX, is heading up an
informal Agency group (OSI, OSP, NPIC, OER, OSR, OCI) studying
problems in developing a near real time overhead recce system;
reviewed the DCI's decision to cutback the Agency's
Summer Only employee program, based largely on his conclusion
that CIA already had too many employees. The DDI also announced
several promotions in the Super Grade category.

EXCERPT FROM - DAILY LOG - 13 November 1970
1. Mr. Proctor chaired the EXCIL meeting. Little of consequence
transpired, although it is always useful to keep in touch through
these semi-weekly meetings. Subjects touched on today were:
the publication by Time-Life. and Little Brown of the Khruschev
Memoirs; the continuation of restrictions on the use of color
photography in finished intelligence publications unless color
is essential to the communication: of substance; the extension
on an experimental basis of the LDX net to include DIA, DIA/Arl
Hall, NPIC, and the Alternate NMCC at Fort Ritchie. Owing to
5X1C economic considerations, the expanded system has been reduced to
1/4 speed (6 pages per minute to 1 1/2).

1. EXCIL meeting chaired by
Mr. Helms is briefing NSC on the election in Chile.
Quick comments to DDI on items of interest to DCI
appearing in the press are most useful.
Agency has reached a decision on policy with respect
to COINS: limited involvement, primarily as consumer,
in a system largely involving NSA and DIA. This is
based upon absence of firm requirements in the Agency
for playing a greater role.
