MEMORANDUM FOR: Assistant Deputy Director for Intelligence
SUBJECT CIA Membership on COMIREX Components
1. I propose the following members to represent CIA on COMIREX
and its various subordinate elements:

Comment: My own membership I believe is now generally agreed 25X1A9a
to. I would like to have as alternate in view of
his previous membership on COMOR and his great familiarity
with the whole COMIREX problem and its predecessor study, JIIRG.

Comment: This was the PWG under COMOR and nt
represented us there. This would only continue ei
useful service.
c. Equipment Subcommittee - (IAS)
Comment: has strongly recommended this person,
and since IAS is an important user of photo exploitation
equipment, this candidate is a logical choice. He has an
excellent reputation in this field and is highly thought of
throughout the community*
d. Exploitation Subcommittee -
Comment: This will fill the role formerly carried out by
the ADCOM on which has served for many years.
As the head of our Explo a on Requirements Branch, Jack is
the logical choice and will combine his Agency requirements
role in IRS with his community exploitation background from
ADCOM.

e. Environmental Working Group - (OBI)
Comment: This is a tentative title for this group which
is to pick up the work of the Mapping, Charting and Geodesy
Group of COMOR. It will also concern itself with some of
the oncoming peaceful uses types of problems and the
adaptation of satellite reconnaissance to broader national
needs. was on the MC&G group and is, with his
OBI position, a reasonable choice for this post.
f. Indications Working Group -
Comment: This was, and may still be, a temporary ad hoc
operation assembled to set the specifications for the role
of reconnaissance in strategic warning--Bill's efforts to
anticipate the findings of the Report and other
parallel community efforts. The prime study of this group
will be up for COMIREX discussion this next month. Orrin
served as representative on this under COMOR, and his
familiarity with the problem needs to be retained.
g. Communications Working Group - Candidate undetermined
but should come from the Office of Communications
Comment: This group has nebulous functions and meets rarely.
I would think the CIA member on it would be dictated by the
kind of communications problems which are put before this
group. Under certain circumstances ORD might be a more
appropriate source.

would be very useful.

Requirements Branch, Andy is well aware of the analysts`
needs and production uses which would call upon the future
data base. He is, therefore, a very reasonable selection.
