SUBJECT FY 1975 Personnel Development Program

1. Forwarded herewith is the consolidated statistical
report for the Agency of Section I, Executive Level Develop-
ment Plans, of the Personnel Development Program for Fiscal
Year 1975, together with copies of the individual Career Ser-
vice PDP reports. Attached to the Agency Report are comments
on certain information reflected in the various charts which
make up the Report.
2. In response to concern that the large number of
retirees in December 1974 and the extension of the mandatory
retirement age under Civil Service to age 65 would seriously
affect the plans reflected in the PDPs, we asked the senior
Personnel Officers of the Career Services to review their Pro-
grams as of February 1975. With the exception of the DDA,
all advised that neither unexpected retirements nor extension
of the retirement age had any significant effect on their
plans. All were asked to insure that the Rosters of Executive
Candidates and Listings of Expected Executive Level Vacancies
were updated to reflect current situations as of the time the
Deputy Directors review their Programs with you.
3. The statistics on the charts are not complete in
all instances. The E Career Service did not submit a PDP for
FY 74 and hence the FY 74 goals and evaluation are not com-
plete for the Agency. Three offices in the DDO (ODDO, SO/DDO
and i were not included in the PDP report for that Career
Service.
