A total of 17 recently identified SS-11 (Type IIID) launch. sites, a .
training site, and one deletion, Site 33C, are not reflected in Table 1 of this
report. Identification of eight of these new sites and the deletion of one
site were based on photography of I land data on 25X1
these sites is in the OAK of that mission The other nine sites 25X1

Memorandum, Of these 17 new launch sites, three sites fill out
Launch Group C, four sites fill out Launch Group D, nine sites are in Launch
Group E, and one site is probably the start of a sixth launch group (F) at this
complex. Both the fifth and sixth launch groups have estimated starts during

Complex, USSR, September 1966.' As of the com-

plex contained six SS-7 soft launch sites an - sing e-silo launch
sites including 16 still under construction. Other elements of the
complex are the complex support facilities, the command and control
facility, and the rail-to-road transfer point, which is currently being
enlarged to support the SS-11 missile system. Included with this
report is a table of pertinent data on each site and the support fa-
cilities and an annotated map, all current through
INTRODUCTION
Teykovo ICBM Complex (Figure 1) is one of the four ICBM
complexes in the vicinity of Moscow. It is 140 nautical miles (nm)
northeast of the capital city, 16 nm southwest of the industrial city
of Ivanovo, and in the vicinity of the town of Teykovo. The com-
plex presently consists of six SS-7 launch sites and 34 SS-11 single-
silo launch sites (Table 1). Teykovo is the last complex at which
the SS-11 missile system was deployed. The complex support fa-
cilities are near the northern side of the town of Teykovo. The com-
plex housing and administration area and the complex command and
control facility are on the west edge of the city, while the railhead
and storage area, construction support area, and the rail-to-road
transfer point are on the northeast.
There are two airfields in the vicinity of the complex. A new sod
landing area has been developed since just southwest of the
complex housing and administration area. The marked portion of the
landing zone is approximately 8,500 feet long. Ivanovo North Airfield,
a transport and training base, is nearby.
The entire area is served by good roads and Teykovo is on
the main rail line between Ivanovo and Moscow. One of the main
roads serving the Teykovo area from the southwest is being im-
proved. This road may also support the new single-silo sites under
construction 25 nm southwest of the town.
The complex is in a predominantly forested area interspersed
with agricultural land. The terrain is relatively flat with an average
elevation of 450 feet above sea level. The town of Teykovo consists
predominantly of single-family houses and very little industry. Weather
in this area is moderate; however, at times, sharp variations are ex-
perienced. The summer season is not overly hot and the winter tem-
perature ranges from 5 to 20 degrees F.; however, extremely low
dips in temperature have been recorded. Snow cover is common from
November through April, but this cover is not heavy, as periodic
thaws do occur.
Defenses in the area consist of SA-2 sites, principally in the
Ivanovo Defense Sector. It may be assumed that these defenses are
primarily for the Ivanovo industrial complex and the Teykovo ICBM
Complex.

BASIC DESCRIPTION
The Teykovo ICBM Complex was equipped with only the SS-7
missile system from= through the spring of when the con-
struction of the first Type IIID (SS-11) single silo was started.
Teykovo is the last complex at which the SS-11 missile system was
deployed.
As of the complex contained three Type IIB
SS-7 soft launch sites, three Type III) SS-7 soft launch sites, and
34 Type IIID single-silo sites deployed in four groups, A through D.
Sixteen single-silo sites are still under construction. The six SS-7
sites were completed by and have shown no change since
that time. A seventh Type II SS-7 site was started in but
was abandoned shortly after tree clearing and earth gra ing was
commenced. The period from through the spring of
was one of very little change, but missile training exercises were
observed periodically.
Deployment of the Type IIID single-silo launch groups was
initiated in I Iwhen construction started on Launch Group A early
in the year an on Launch Group B during the last half of the year.
Early in Launch Group C was deployed and later in the same
year Launc roup A was completed. At present, eight of the ten
sites in Launch Group B are complete and all of the sites in the
group should be completed during the first half of II Launch
Group C has eight launch sites, in various stages o construction,
and Launch Group D has six sites, all in a mid-stage of construction.
The complex support facilities include the railhead and storage
area, the housing and administration area, and the complex head-
quarters command and control facility. The railhead and storage area,
on the northeast edge of Teykovo, is extremely active and has been
expanded since the start of the deployment of the SS-11 missile system.
There are two batch plants in operation, one of which is primarily
for the fabrication of concrete materials. Construction worker hous-
ing has been greatly expanded during the last year, and foundations
and building materials indicate that additional barracks-type buildings
will be constructed. Two large construction-type motor pools are in
operation. One is adjacent to the barracks area and the other is
closer to the railhead and storage area.
The housing and administration area is on the west edge of the
town of Teykovo. In II it consisted of a group of ten small
apartment buildings; however, there are now 18 apartment build-
ings, numerous other small family quarters, a hospital, a military
area, and a motor pool. Construction still continues, and as of I
= two more apartment buildings were under construction anaa a
civic center appeared to be complete. In the military area, three bar-
racks are complete and a foundation for a fourth is present.
The complex headquarters command and control facility 2 is
collocated with the housing and administration area. It consists of a
control building and two standard three-story administration build-
ings adjacent to the entrance to the military area. The control building,
an earth-mounded arch-roofed structurel has two lattice
antenna towers erected adjacent to it. These towers are probably
part of the VHF communications system which has been identified
at the other ICBM command and control facilities.
A communications facility, 7,700 feet west of the control build-
ing, is connected to it by a cable scar.' Four lattice antenna towers
at the communications facility are adjacent to the earth-mounded struc-
ture which is also probably part of the VHF system. Two horizontal
dipole antennas oriented toward Moscow are also in this communi-
cations facility. The communications facility is separately fenced and

has a security control building at the entrance point and a single-
story control building just inside the entrance.
The rail-to-road transfer point,`, contains the facilities for the
SS-7 and SS-11 missiles and their associated handling equipment.
Prior to the deployment of the SS-11 missile system, the transfer
point consisted of a storage area; a POL area; the SS-7 propellant
area; a receiving, inspection, and maintenance (RIM) facilit ; and
an SS-7 ground support equipment maintenance area. In II con-
struction of an SS-11 propellant area was started near the northwest
end of the rail-to-road transfer point. Two other areas of new con-
struction have also been observed but it is still too early to determine
their ultimate function; however, additional RIM facilities and a
warhead storage area are required for the SS-11 missile system and
these may be related to this new construction activity.
As of a Type IIID training facility ' has not
been observe at the complex. Teykovo is the only SS-11 complex
without a known training facility, but it is still early in the deploy-
ment phase and a training facility may be constructed in the near
future.
