'MORANTIM 1,OR: Major General A. M. Gruenther
Director, Joint Staff
Joint Chiefs of Staff
1, Enclosed herewith are two letters concerning the OSS. although
As you know, the records of the OSS now belong to the JCS, physically they are located in CIA.
2. The memorandum concerning General Donovan' s comments on
the report of the OSS is self-explanatory.
3. The letter to Mr. Fischer relates to a previous request
''r. Fischer made on CIA for authority to look through the files of
CIA or OS5 for the purpose of getting some incidents on which to
base a radio show. We previously wrote him that the records of
CIA, of course, were not available, that OSS had been disbanded,
Fischer wrote
and we had nothing more to do with that. Then Mr. FitFesccheer
me the letter quoted on the bottom of the copy
sent to him on 19 November. I imagine that the JCS will be the
next to be approached by '4r. Fischer, and, if I may be permitted
to make a suggestion, I should recommend that his request to
broadcast the activities of OSS be disapproved.
