The poor financial condition of the Partido Comunista de Colombia (PCC), as reflected in the financial campaign for the publication Van a rdi del Pueblo, has been one of the reasons for its failure to obtain recruits and expand its activities. 2. Certain aspects of the original plan for the financial campaign of the PGC have had to be changed because of the poor response. The pro-bacalleelle campaign, which was initiated in December 1948 and was to end on 10 January, is being continued. The depleted state of the Party treasury made it impossible to publish ymellatua for the week of 14-20 March. ' 3. In en effort to increase contributions, the method of collecting funds has also been changed. The original plan called for the sale of bonds, with departmental committees in charm of the campaign in their respective depart- ments. However,, many localities have not received their Allotment of bonds and have been unable to initiate local campaigns. It is now planned to have national leaders visit the departments to give added impetus to the campaign.. Jaime Barrios has been sent to the Department of Valle, and Mercedes Abadia and Victor Bohoquez have spoken in the Department of Tolima. They will take charge of funds oollected in these areas; STATE ARMY fAt Prominent Correiniets have been put directly in charge of the campaign in the departments and will work with the departmental comeittees, making semi- monthly reports to the national Secretary of Finance.
