The Party is studying tentative plans for an underground organization in the event it is declared il.loa.1. 2. The PCC, fearing that the Party would be declared illegal after the 9 April 1949 uprising, conducted its operations clandestinely to avoid any repressive measures that the .government might take against it. However, with the lifting of the state of siege in December 19/,8, the Corr^unists again met openly and. iny,.tiated an energetic agitation campaign throughout the country. 3:, ? owever, the PCC has been particularly alarmed by the recent appointment of Lt. Gen. German Ocanpo, Minister of 'lar, as a member of the Colombian delegation to the United Nations.
