1, 'LOnbere of the Partido Comunista de Colombia (PCC) have been warned to take
all possible security measures to avoid arousing the suspicions of the
government. The Party is studying tentative plans for an underground
organization in the event it is declared il.loa.1.
2. The PCC, fearing that the Party would be declared illegal after the 9 April
1949 uprising, conducted its operations clandestinely to avoid any repressive
measures that the .government might take against it. However, with the
lifting of the state of siege in December 19/,8, the Corr^unists again met
openly and. iny,.tiated an energetic agitation campaign throughout the country.
3:, ? owever, the PCC has been particularly alarmed by the recent appointment of
Lt. Gen. German Ocanpo, Minister of 'lar, as a member of the Colombian
delegation to the United Nations. Nlt'?ou.ga it has been announce--' that
Ocnnpo4 s absence from the country will be brief, it is believed that this is
a preliminary step to replacing him as Minister of Jar. The PC" fears that
he will is replaced by General Rafael Sanchez itxiaya, who is avowedly anti-
Cormaunist and is considered the most likely candidate for the position.
According to the Communists, the replacement of Ocampo by a more fanatically
;onaerv.tive officer would result in an even more strict surveillance of
Communist Party activities than at present, f? ith t1 possibility that it
:might be declared illegal, ,
