All estimates are agreed to by each intelligence component having representa- tion in the Subcommittee on Shipbuilding. This report is the first annual publication and covers the years 1957, 1958, and 1959. Approved For Release 1999/09/21: CIA-RDP79SO1 1 0OA000200130001-4 Approved For Release 1999/09/21: CIA-RDP79SO1 1 0OA000200130001-4 ESTIMATE OF PRODUCTION OF NAVAL AND MERCHANT VESSELS IN THE USSR 1957, 1958, and 1959* Production of naval and merchant vessels is given in this report in the following two categories: (1) number and tonnage of vessels completed during the year and (2) tonnage produced during year. The vessels listed, under the heading Completed are considered to have been delivered by a shipyard complete and ready for service, although in the case of naval vessels they may not yet have been commissioned by the navy. The amount of tonnage produced during the year is the part of a vessel or vessels completed during the calendar year. This amount is determined by prorating the light ship weight of the.-vessel over the required production time in months. For all vessels considered in this report tonnage figures are given in tons (2,240 pounds) of light ship weight, and for merchant ships gross register tons also are reported. Because of the lack of sufficient information to permit listing of individual types and classes of fishing and of inland ships, a summary report of production estimates is included herein. The methodology used to determine these estimates may be found in the reports referred to on the summary sheets. Submarines Estimates of production of the Q, W, and F classes are included herein, but lack of sufficient information precludes estimates of number and tonnage of nuclear-powered and missile launching submarines. An increasing amount of evidence indicates that construction of nuclear-powered submarines may have been underway for some time. ShipyaiLs No. 402 at Severodvinsk and No. 199 at Komsomollsk are suspected of participation in this program. These shipyards have adequate facilities and their location provides maximum security. In addition, these yards have access to the open ,seas through Soviet controlled waters. Naval shipbuilding in the USSR has been sharply reduced since 1956. Most of the principal shipyards that have not been engaged in a program for naval construction since that time have been actively engaged in production of merchant vessels. Production of merchant vessels in Shipyards No. 402 and No. 199 has been exceptionally low in relation to facilities. This relationship, in the light of available evidence, indicates a naval construction program which could include nuclear-powered submarines. Based on various reports and including the information that preparations for serial production of submarines began in shipyard No. 4-02 at Severodvinsk in 1954, it is generally believed that this shipyard is the lead yard in the production of nuclear-powered submarines. It is quite probable that a prototype of a nuclear submarine was produced in early 1957 and that the first serially-constructed submarines were produced in late 1958. Estimates and coiclusions used in this report are based on information available as of 1 July 1959.
