a. Such training is of inm ediate operational necessity inasmuch
as - is constantly in contact with native personnel in the various
posts under his jurisdiction, in conneogion with Customs clearances
and'regulations, etc., for the recently-inaugurated "round-robin" flights
as well as for local procurement of operational supplies. Future planning
in this area, moreover, includes the probability of training programs for
indigenous personnel, with the concurrent need for an instructor capable
of conversing in a language understood by the trainees. - is 25X1A
generally understood throughout the Middle East and would, therefore,
be an excellent basic language for such purposes.
25X1A9a b. _has estimated the cost at #110 for a basic course,.
co In the matter of expediting shipments through Customs, obtaining
better prices on locally-procured operational supplies, as well as main-
taining better relations with the local populations, such language lessons
would be of direct benefit, economically and politically, to the Government.
2. In view of the above, it is requested that early action be taken
on this matter, in order that the field may be notified.
