1. Submitted herewith are revised estimates of the number oi'
military officer personnel required to discharge the obligations of
this Office in the immediate future. These revised estimates are
tabulated below and explained in detail in the three. attachments
hereto.

2. Pursuant to discussions which I have held at your direction
with representatives of the Department of Defense,, the requirements
of OPC for military officer personnel have been substantially reduced
on two main grounds, to vits (a) OPC has eliminated a substantial
number of officers who had been included in original estimates for
the purpose of training and indoctrinat on in the theory and practice
of secret operations; and (b) following the suggestions of the repre-
sentatives of the Department of Defense, OPC has specified the niaiber
of officers whom it expected to use effectively in the immediate
future, as distinguished from the long-range estimates submitted
previously.
3, At the suggestion of Admiral II= every effort has be
made to distribute our requirements an equally as possilsle snag the
throe military services. In this connection, requisitions against
the Department of the Army have been reduced in favor of the Depart-
menta of the Navy and Air Force in every instance where officers
