SUBJECT FY-1978 Financial Management (U)
1. (C) In order to improve certain financial management
aspects within the Office of Communications, Office of Comp-
troller approval for the following changes is requested for
implementation immediately: -25X1
a. Funds for the ITS-W (LASERFAK) system for 5 f~
FY-1978 are contained in two separate FANs. Because
activation of the system is several months away, and because use of the funds budgeted for the system is
a little different than originally intended, the
Office wishes to transfer and consolidate the funds ins _ Vic. 3 7 4)
the LASERPAX FAN/4751.
b. Until now all funds related to the SKYLINK f.8
program have been budgeted under the SKYLINK FAN/4 30
ecause the SKYLINK system has become part of the
overall communications network, and because ongoing
support has become part of OC's normal operating
routine, it is desired that travel, repair and return,
facilities preparation and other functions relative
to SKYLINK be budgeted in the appropriate functional
FANS. PAN 4300 would continue to be used for bud-
geting new terminals, radomes, retrofits and major
modifications.
