SECRET Approved For ReleaW~MY/4li2Zr1cI1U&DP80-01065A000500100108-3 11 September 1952 ITEM I Doctrinal (Ideological) Warfare ainst the USSR (PSB D-33) Summary: This paper suggests that a PSB panel be established to examine the field of ideological warfare, specifically as directed against Soviet doctrine, and to make recommendations as to how the U. S. can gain superiority in this field. In addition, or in lieu of the above recommendation, it is proposed that a statement be made by PSB to the effect that doctrinal warfare is a legitimate field of interest and endeavor for U. S. agencies or departments. The lack of a positive direction for ideological efforts has resulted in sporadic action and ineffective retorts to Soviet attacks on our society. An adequate ideological offensive would be relatively inexpensive and would require the Soviets to devote considerable time and effort to counter-measures. A positive ideological program would help to attain our "cold war" objectives and would be of direct operational assistance to the conduct of important tasks with which this agency is charged. Moreover, an ideological offensive could be pressed hard without the danger of inviting general hostilities which limits many "cold war" activities. Regardless of its effect within the Soviet orbit, it is felt that an ideological attack could help promote the disintegration of communist parties outside the Iron Curtain, a priority objective of this agency. Recommendation: That you approve the recommendation to establish this panel and that be designated as the CIA representative on this panel.
