In connection with the preparation of its program for the remainder of 1956 and beyond, the SRS has given considerable thought to the question of its size and organization. We have come to the conclusion that the present Staff is numerically too small to cope with the responsibilities placed upon it by its charter. As suggested in his memorandum of 9 November 1954 to the DCI, "the full strength might be five senior professionals . . . . together with up to five relatively junior research assistants and the necessary secre- tarial help". (p. 27). 2. We have also come to feel the need for an individual who might be described as Research Director. This officer would supervise and coordinate the work of the Research Assistants. He would also perform functions of editing, follow up on lines of research started by the other members of the Staff, and would keep track of progress of the various projects under way. 3. The attached chart indicates the proposed disposition of the twelve slots which we feel are needed. The following comments are made: a. All of the senior personnel, including the Chief, Deputy Chief, and Research Director, will have fields of special interest of varying scope, in which they will prepare their own papers. c. According to their abilities, the four junior research assistants will be encouraged to develop fields of substantive interest and thus to prepare themselves for advancement to the status of research analysts. As this process takes place, some of the research assistant slots will have to be up graded. 4. The gaps remaining to be filled are: a. Research Director. b. A senior research officer on the Far East. c. Three research assistant slots of which one is presently in prospect of being filled by a JOT officer. It is believed that the two other/junior slots can readily be filled at the GS 5-9 level. d. A typist or junior clerk. 5. It is possible that one or more of the above twelve positions can be filled at least temporarily without the provision of additional slots to the seven at present allocated to SRS. Eventually, of course, it would probably be necessary to provide the staff with permanent slots for these incumbents. 6. The addition of the Research Director and the Senior Research Officer for China would provide a sufficiently broad base to the Staff to enable it to take care of the temporary dislocations and imbalances involved in absences for leave and official travel. As we have indicated to your office, we believe that on an average, each senior staff member should travel abroad once a year. 7. The creation of these additional slots would compel a readjust- ment of our space situation. Within the presently assigned rooms we can accommodate seven people. A small adjoining storage room, if it were made available, would permit the addition of one more desk.
